Question Date Asked Answer Date Answered
Is the district interested in an all-virtual high-impact tutoring program with live tutors at this time, within this RFP`s scope of work? 9/25/2026 9:16:06 AM This will be addressed in an addendum, but see Lot 6 of the RFP. 9/25/2026 9:34:17 AM
For Lot 6- Virtual Training/Tutoring, can a vendor submit a proposal if the owner/principal is not a Florida-certified teacher, but all personnel providing direct academic tutoring are Florida certified teachers? Can the owner serve in an administrative/program management role while certified teaching personnel provide the direct instructional service? 9/25/2026 3:09:24 PM
For Lot 5- Educational (Face-to-Face), can a vendor submit a proposal if the owner/principal is not a Florida-certified teacher, but all personnel providing direct academic tutoring are Florida certified teachers? Can the owner serve in an administrative/program management role while certified teachers provide the direct instructional services? 9/25/2026 3:13:20 PM
Attachment C includes a section under Lot 11 for "Other Services Available". Can a vendor use this section to propose non-clinical educational wellness/enrichment services for students and/or staff, such as mindfulness education, child-friendly yoga and movement, breathing and self regulation instruction, and social-emotional skill support? These services would not include therapy, counseling, behavior analysis, or clinical mental health treatment. If so, how should these services be priced? 9/25/2026 3:18:18 PM
If non-clinical mindfulness, yoga/movement, self regulation, or social emotional skill support is permitted under Lot 11- Other Services, what minimum qualifications, certifications, licenses or experience would the District require for personnel providing those services? 9/25/2026 3:21:17 PM
The RFP states that personnel assigned to the District should be employees of the awarded firm, while the Master Services Agreement also references independent contractors and subcontractors. For services under Lots 5, 6 and 11, must all personnel providing services be W-2 employees of the awarded vendor, or may qualified independent contractors/subcontractors be used if they meet all District credentialing, background screening, insurance, and contractual requirements? 9/25/2026 3:24:47 PM
Section 2.03 requires a three-year record of performance. When evaluating this requirement, may the District consider relevant prior experience of the owner/principal in addition to the firm`s documented service history? Does documented volunteer/pro Bono services provided by the business count towards the record of performance, or must the three-year record consist entirely of paid engagements? Please also clarify what documentation is acceptable to establish the required experience. 9/25/2026 3:28:52 PM
For Lots 5, 6, and 11, does the District anticipate a minimum or estimated level of annual usage for awarded vendors? If available, please provide historical or anticipated information regarding approximate service hours, tutoring hours, classes, schools served, or annual expenditures. Is any minimum quantity of work guaranteed to an awarded vendor? 9/25/2026 3:31:33 PM
At what point must required personnel items such as Level 2 background screening, drug screening, TB testing, and other on-boarding requirements be completed: at proposal submission, upon contract award, upon District selection of an individual, or prior to the individual`s first assignment? Are these costs reimbursed separately, or should they be incorporated into the vendor`s proposed rates? 9/25/2026 3:34:48 PM
