The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), on behalf of the National Weather Service (NWS) National Reconditioning Center (NRC), has a requirement for the evaluation, repair, reconditioning, and procurement of Next Generation Radar (NEXRAD) Focus Coils and is contemplating to issue a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) award from the solicitation with a period of performance of 5 years from the date of award. The Government intends to select a single source contractor; however, the Government reserves the right to award no contract, depending on the quality of the quotations, the prices submitted, and the availability of funds.

The Contractor shall provide all necessary personnel, materials, equipment, services, and facilities to perform the following core requirements:

  • First Article Testing: Delivery and evaluation of two (2) First Article units to verify technical capability and compliance.

  • Evaluation, Repair, and Reconditioning: Inspection and refurbishment of Focus Coils to a fully operational, "like-new" condition.

  • New Unit Procurement: Manufacture and delivery of brand-new Focus Coil units.

Technical Specifications & Standards

All deliverables and services—including structural tolerances and external cosmetic appearance—shall strictly conform to NWS Specification Drawing Number 1217084, Revision H (attached).

The proposed repair and reconditioning pricing must be all-inclusive. Unit pricing shall encompass all diagnostic parts, materials, labor, quality assurance inspections, and return shipping costs necessary to restore each Focus Coil to full operational specifications.

The North American Industrial Classification System (NAICS) Code is 811210, Electronic and Precision Equipment Repair and Maintenance. The anticipated period of performance will be for five years, from time of award in 2026 through 2031.
