The Government is posting this updated notice for the Remote Minehunting System in order to allow industry to receive and review the updated Controlled Unclassified Information (CUI) files related to the RMH Industry Day held on June 25, 2024. The Navy will distribute the files using the same method cited previously in this notice – see Update 2 below. Vendors who do not currently have a Nondisclosure Agreement (NDA) and a Terms of Use (TOU) Agreement on file, or vendors whose NDAs and TOUs require updates must request a draft document to receive CUI files. Vendors already in possession of an updated NDA and TOU need not update these documents.



The file package includes the following: Mine Countermeasures Unmanned Surface Vehicle (MCM USV) Interface Control Document (ICD).

SOURCES SOUGHT NOTICE (SSN):



This is a Sources Sought notice, issued by the Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Unmanned & Small Combatants (PEO USC) for information and planning purposes only. This is not a Request for Proposal (RFP), and a formal solicitation is not currently available.



This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement.



Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified. Information marked proprietary received in response to this SSN will be safeguarded and handled in accordance with applicable Government regulations. To aid the Government in its review, please segregate proprietary information.



Purpose:



This SSN is issued by the Department of the Navy, NAVSEA, PEO USC, Mine Warfare Program Office (PMS 495). The Navy is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine if sources exist that can satisfy the Navy’s anticipated program requirements for the RMH Module program.



Only one response is necessary for this updated announcement. This notice is for market research purposes only and does NOT constitute a request for proposal. This notice shall not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. Failure to respond to this notice does not preclude participation in any future RFP, if any are issued. If an RFP(s) is issued, it will be synopsized on https://SAM.gov.



General Capabilities:





PMS 495 seeks additional information to understand industry’s capabilities to provide the RMH system. The Navy is seeking information from interested vendors regarding solutions that can meet the requirements of the RMH Systems Performance Specification (SPS). Vendors who have not previously obtained a copy of the SPS may request a copy from the points of contact listed in this notice.



Submissions:



Written responses are requested to be no more than 15 single-spaced, 8.5 x 11-inch pages using 12 -point Times New Roman font minimum. If the provided material contains proprietary information, please mark accordingly (submitted data will not be returned). Classified material shall not be submitted. Please state in your submittal if your company intends to submit a proposal as a Prime Contractor. The response should include, but is not limited to, the following:



a) A one-page company profile to include Company name, address, point of contact (including telephone number and email address), Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUB Zone, etc.), number of employees, CAGE Code, Unique Entity ID (UEI), major products, and primary customer base.



b) A capabilities statement showing how RMH production hardware and support will be met.



c) Contract numbers and descriptions for similar type work and products, if any, as evidence of capabilities. Provide a description of your company's experience and performance under similar contracts and identify such contracts with CPARs ratings. This description shall address and demonstrate, through prior and/or current experience, an understanding of this requirement.



d) Provide a description of your company’s ability to provide the manufacturing capacity and annual unit throughput to fulfill this requirement.



e) Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by your company and prospective subcontractors)?



f) Any other information your company deems necessary to aid the Government in refining its acquisition strategy and assessing your company's capability.

The Government is posting this updated notice for the Remote Minehunting System (RMH) in order to provide instructions on how to request the Classified Appendix for the draft RFP package. Please reach out to Kevin Burk, kevin.j.burk3.civ@us.navy.mil and Ethan Breitenbach, ethan.g.breitenbach.civ@us.navy.mil to receive a Nondisclosure Agreement (NDA) and a Terms of Use (TOU) Agreement. Upon completion and return of these forms to the points of contact listed above, Contractors' eligibility for receipt of the Classified Appendix will be determined.



UPDATE:



The Government is posting this updated notice for the Remote Minehunting System (RMH) in order to provide notification of the distribution of Controlled Unclassified Information (CUI) files related to the RMH Industry Day held on June 25, 2024.



Industry Day participants should receive a notice from the website DoD SAFE (URL: https://safe.apps.mil/) to enable delivery of CUI files that comprise a portion of the Government draft solicitation package. This notice will be updated as more draft RFP documents become available. Recipients will receive an email with instructions on how to receive the files. If you do not receive said email, and believe you were meant to receive one contact the Industry Day points of contact in this notice. Follow the instructions precisely in order to promptly receive the files.



The file package includes the following: 1) DRAFT System Performance Specification (SPS); 2) DRAFT Statement of Work; 3) Program Manager’s Memo/Instructions. Comments are sought no later than 12 August (see PM memo for more details on returning comments); 4) Industry Day Slides.

REMOTE MINEHUNTING MODULE INDUSTRY DAY OVERVIEW:



The Naval Sea Systems Command (NAVSEA) Program Executive Office Unmanned and Small Combatants (PEO USC) Mine Warfare Program Office (PMS495) is hosting an industry day to discuss the US Navy’s Remote Minehunting (RMH) system during an unclassified briefing session in Washington, DC. The Navy is interested in understanding industry perspectives and RMH capability to support a future RMH procurement.



The RMH system comprises the Towed Body (TB), Minehunting (MH) Payload Delivery System (PDS), associated software, and support and handling equipment. The RMH system will detect, localize, classify, and identify the following mine types: bottom, shallow water, close-tethered, and volume. The RMH system will be deployed from the Mine Countermeasure Unmanned Surface Vehicle (MCM USV).



The FY25 strategy is an integrated procurement to include a sonar, payload, and associated software to have the ability to detect, localize, classify, and identify bottom, shallow water, close-tethered and volume mines.



Industry Day:



The Navy intends to conduct an industry day on 25 June 2024, beginning at 0930 Eastern Daylight Time (EDT). The event will be hosted by PMS495 at Maritime Plaza I, 1201 M St SE, Washington, DC 20003.



Each company will be limited to a maximum of three (3) representatives. A company is defined as having its own unique Commercial and Government Entity Code (CAGE Code). RSVPs shall be submitted following DISS Visit Request completion (see “REGISTRATION” instructions below) by email to Kevin Burk, kevin.j.burk3.civ@us.navy.mil, Ethan Breitenbach, ethan.g.breitenbach.civ@us.navy.mil, and Jeff Shubert, jeff.shubert@caci.com no later than 12pm EDT on June 20, 2024. RSVPs shall include the name, email address, phone number, company, and position for each attendee. Each representative attending must bring a photo ID for check-in. No audio/visual recording devices of any kind will be permitted.
