Sole Source Intent Notification SPE603-25-R-5X13



December 16, 2024



The Defense Logistics Agency (DLA) – Energy has a requirement for a proficiency-testing program for DLA Energy and Military Service Petroleum Laboratories which enables DLA Energy to improve and maintain a high level of performance in conducting routine ASTM test methods and comparing test results with other laboratories worldwide.



This correlation program includes the following responsibilities: petroleum product procurement, sample preparation and packaging, distribution/shipping of petroleum product within and outside the continental United States, statistical analysis of test data, and distribution of statistical summary reports. This program includes the following petroleum products:



- Aviation Turbine Fuels meeting AFPL 3747, Grade NATO F-24 (F24)



- #2 Diesel Fuel, meeting ASTM D975



- Engine Oil Lubricants



The laboratory correlation program shall be conducted in accordance with the essential principles and intent detailed in the International Organization for Standardization (ISO/IEC) 17043:2010, Conformity Assessment – General Requirements for Proficiency Testing. The population statistics shall be compiled in accordance with ASTM D6300 and ISO 13528:2015.



The period of performance is estimated to begin May 1, 2025.



This announcement is posted as a notification of the Government’s intent to enter into a sole-source award under the authority of FAR 13.5 and FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The intended source is ASTM International. The Government was unable to identify any other source offering a correlation or proficiency testing program for petroleum testing laboratories that meets the Government’s requirements. Other interested parties may submit a detailed capability statement to be considered by the Government no later than 9:00 A.M. EST, December 30, 2025. Only responses submitted via E-Mail to ralph.1.dayougar@dla.mil will be considered. Questions concerning this requirement should be submitted by writing to the above e-mail address as well.



This pre-solicitation notice is not a request for competitive proposals. Any capability statements received by the closing date will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This determination will be based upon the responses to this notice and is solely within the discretion of the Government. DLA Energy is working towards issuing the solicitation in January 2025.
