1 INTRODUCTION
Padre Dam Municipal Water District (Padre Dam or District) is requesting proposals from qualified
engineering firms to prepare plans for the relocation of several water facilities that will be
impacted by the County of San Diego's Riverford Roundabout project. The County of San Diego
(County) is in the final design phase of its project to reconfigure the intersections and ramps at
the SR67 and Riverford Road intersections. The District currently owns and maintains 8", 12", and
36" water transmission mains and a turnout facility that will be impacted by the project.
Relocation of these District facilities will be necessary to accommodate the changes to the
intersections and crossing. The scope of work includes, but is not limited to, identifying new
alignment options and locations for the facilities, as well as completing the final design in
conformance with San Diego Water Agency Standards (WAS), American Water Works Association
(AWWA) standards and other District operational standards.
The selected firm will provide professional engineering services to evaluate new pipeline
alignments and site the relocated turnout in coordination with the County's project. Additionally,
final design plans and specifications are to be prepared for public bidding anticipated to be
concurrent with the County project. The selected firm or team must have experience in providing
all the required engineering services including, but not limited to, project administration,
hydraulic modeling, water system design, electrical, instrumentation/controls, SCADA, and right-
of-way services. Due to the project schedule, the selected firm should be prepared to begin work
immediately upon award of contract. There will be a non-mandatory pre-proposal meeting at
9:00 am on July 7, 2026. The meeting will be held at the District's office located at 9300 Fanita
Parkway, Santee, CA 92071. Attendees should allow for 1 hour for the meeting. Questions shall
be directed in writing to: Tom Bloomer, P.E. at tbloomer@padre.org. All inquiries shall be
received by 5:00 pm on July 20, 2026. Questions and responses will be posted to Padre Dam's
website.
2 DISTRICT DESCRIPTION
Padre Dam is a public agency, a Special District of the State of California that provides water,
wastewater, recycled water and recreation services to residents in East San Diego County
including Santee, El Cajon, Lakeside, Flinn Springs, Harbison Canyon, Blossom Valley, Alpine,
Dehesa, and Crest. Padre Dam serves 100,000 residents with over 24,000 active service
connections, manages over $700 million in infrastructure assets.
Currently, the potable water system includes 3 imported water connections, 28 water storage
reservoirs, 16 booster pumping stations, 20 pressure-regulating stations, and approximately 390
miles of pipeline up to 60-inches in diameter.

3 BACKGROUND
Padre Dam's water service area is split into two geographic regions, the Western Service Area (WSA)
and Eastern Service Area (ESA). Movement of water between the two service areas relies heavily
on a large 36" water transmission pipeline that will be impacted by the County's project. This
main is commonly referred to as the El Capitan pipeline. In addition to impacts to the El Capitan
pipeline, one of the District's turnouts on Woodside Avenue will be impacted. The turnout
(Turnout No. 5) is used to meter and move water from the El Capitan main to the Gravity system
which serves customers in the WSA. This turnout distributes water both to the north and south
of SR-67 through Woodside Avenue and Riverford Road. The downstream mains served by the
turnout will also be impacted by the County's project and will need to be relocated.
The new roundabouts are to be located both North and South of existing on- and off-ramps to SR-
67 at Riverford Road and will require a substantial amount of grading. Grading work will result in
a finished surface approximately 8 to 10 feet lower as compared to the existing finished surface.
Drainage in the vicinity of the project will be revised to accommodate the new grading and will
include new and relocated County drainage infrastructure and introduce post-construction
treatment BMPs. In addition to elevation changes, revised horizontal alignments of both Riverford
Road and Woodside Avenue are necessary to accommodate the roundabout geometric features.
The project will also require revisions to other third-party utilities located within the project
footprint including County Sewer, Helix Water District facilities, and other dry utilities.
4 PROJECT DESCRIPTION
The relocation of water facilities within the immediate vicinity of the County project is necessary
to maintain transmission and distribution of water in and through the WSA. The relocation of
these critical facilities must adhere to minimum California State Water Resources Control Board -
Division of Drinking Water (DDW) separation requirements and account for future access and
maintenance activities. The El Capitan pipeline in the vicinity of the project is located within
County right-of-way, was installed in the 1930s, and is steel lock-bar pipe. The relocation of a
District turnout connected to the El Capitan pipeline will need to maintain close proximity to the
water transmission pipelines within Woodside Avenue south of SR-67 and within Riverford Road
crossing SR-67. The turnout will need to maintain connectivity with the District's SCADA system
post-construction. The other 8-inch and 12-inch mains that are impacted include mains on
Woodside Avenue and Riverford Road. A portion of the smaller diameter relocated main(s) will
be within Caltrans right-of-way and the final relocation of the turnout is to be determined.
The expected siting of replacement facilities would likely limit the relocated turnout facility to be
within the County of San Diego right-of-way where feasible or on Caltrans or on County owned
property. New easements and/or encroachment agreements may be necessary to accommodate
relocated infrastructure. The County of San Diego has requested that all relocations are to be
completed prior to the County starting the construction phase for the Roundabout project. Due

to the significant grading changes, construction phasing and permitting tasks should be included
with the design.
The scope of this project includes, but is not limited to the following deliverables:
* A conceptual alignment design identifying the relocated facilities in relation to proposed site
improvements.
* Identification of property rights and necessary easements/agreements to accommodate
relocated facilities.
* Hydraulic model updates to identify optimum pipe diameters, pressure ratings, evaluate
system operations during and after construction, and temporary facilities that may be
required during construction.
* Design plans and specifications for bidding purposes.
* Permits for the County and Caltrans, as needed, to accommodate design and construction
* Construction phasing/staging plans.
* Professional services to support construction advertisement and award.
5 MINIMUM REQUIREMENTS AND TASKS
The District intends to retain a qualified and committed professional engineering firm to be part
of the project team. The successful engineering firm shall demonstrate the availability of qualified
personnel to perform engineering services as required. Listed below is a general description of
the scope of services / tasks that are anticipated to comprise this project. The detailed elements
of the individual scope tasks and the associated level of effort for each task will be developed by
the District in concert with the selected engineering firm prior to entering into a formal agreement
for the project. Proposers are encouraged to expand upon the minimum requirements and tasks
listed within this Request for Proposal (RFP) and recommend additional value based services.
TASK 1 - PROJECT MANAGEMENT AND COORDINATION
The purpose of this task is project management, coordination, and communication with District
Staff in order to solicit input from the various departments having knowledge of the District's
potable water system. This includes members of the District's Operations and Engineering
Departments.
* Project Administration and management including management of subconsultants. Active
management includes schedule and budget tracking.
* Kickoff Meeting (in-person) - At the onset of the project, the selected consultant shall review
existing background information and attend a kickoff meeting with District staff to solicit input
and confirm approach and criteria. Minutes or summary of the meeting shall be prepared by
the consultant and furnished to attendees within five working days.
* Progress Meetings - During the course of the work, the consultant shall conduct progress
meetings to review the progress of work. Minutes or summary of all the meetings shall be
prepared by the consultant and furnished to attendees within five working days.

TASK 2 - UNDERSTANDING OF WORK
The purpose of this task is to gather and review pertinent background information that will assist
the consultant in executing the work. At the onset of the project, the District will provide the
consultant with record drawings, relevant Geographical Information System (GIS) data, hydraulic
model (InfoWater Pro), SCADA data, and 90% design plans for the County project.
* Provide technical memorandum
Identify constraints and limitations that will impact the alignment and siting of the District

facilities.
Provide options for relocating District facilities within and adjacent to the County project
o
footprint.
Identify construction methods for the proposed facilities.
o
Hydraulic Analysis including, but not limited to, verifying the new facilities are sized
o
appropriately to meet current and anticipated future demands and to identify temporary
facilities required to maintain service during construction.
Summarize geotechnical characteristics and anticipated groundwater levels.

Develop design concept.
o
Describe permits, easements, agreements, and utility coordination required to support
o
design concept.
Task 3 - PLANS AND SPECIFICATIONS
The final design should determine the most viable solution that meets regulatory requirements,
meets minimum standards for transmission mains as identified in the WAS and AWWA standards,
limits environmental impacts and is technically, financially, and operationally sound. Prior to the
final design, the Consultant shall deliver a conceptual design to present to all affected parties for
review and concurrence. Complete detailed construction drawings and specifications to facilitate
required permitting and bidding of the project are to be prepared.
Task 3.1 - Design
Turnout facility design.

Electrical and instrumentation design details.

Applicable SCADA Controls and location.

Transmission and Distribution pipeline replacement plans and specifications.

Including cathodic protection and protective coatings.
Temporary facilities required to maintain services during construction.

Task 3.3 - Coordinate with impacted agencies to obtain permits, easements, and/or
agreements as required.

TASK 4 - QUALITY CONTROL / QUALITY ASSURANCE
All submittals (plans, reports, and associated documents) shall adhere to a District approved
quality assurance/quality control (QA/QC) program developed by the Consultant. The formal
QA/QC program must include a written verification process for each deliverable. The selected
consultant shall identify major reviews and procedures that are specific for this project.
6 STANDARDS
The project must adhere to the District's design standards, regulations, policies and procedures
for all work at the time of project advertisement.
1. Design work shall comply with the latest applicable codes and requirements of other
jurisdictional agencies.
2. Hydraulic modeling shall be performed with Innovyze InfoWater Pro or other modelling
application as approved by the District.
3. Drafting and AutoCAD shall adhere to the District's guidelines for developing Capital
Improvement Project Plans and Design Guideline Sections 1.1 and 1.2 of the Water Agencies'
Standards.
4. Digital formats for use in plan development, plats, and record drawings shall be performed
utilizing AutoCAD (.dwg). Digital format deliverables shall be in the native AutoCAD format in
which the plans were developed.
5. All electronic text document deliverables shall be created in the Microsoft Office platform
(Word, Excel, PowerPoint, Project, Visio, etc.) version 2016 or newer.
6. Projection/Coordinate System:
a) All horizontal data (X, Y coordinates) shall be delivered using the California State Plane
Coordinate System (NAD 83, Zone VI, U.S. feet)
b) All vertical data (Z coordinates) shall be delivered using the North American Vertical Datum
of 1988 (NAVD 88, U.S. feet)
7. Geographic Information System Deliverables:
a) Acceptable vector spatial data formats are file geodatabase (.gdb), personal geodatabases
(.mdb) and shapefiles (.dbf, .prj, .sbn, .sbx, .shp, .xml, .shx).
b) Acceptable raster data formats include file geodatabases, georeferenced TIFFs, ERDAS
Image files (.img), MrSID and ECW. Imagery should be orthorectified whenever possible.
c) Projection/Coordinate System: California State Plane Coordinate System (US feet) Zone
VI, North American Datum 83 (NAD 83).

8. Specifications shall be in Construction Specification Institute (CSI) format in conformance with
District Standard Specifications.
7 PROPOSAL REQUIREMENTS
Written proposals are to include a discussion of the consultant's technical approach,
methodology, specific work tasks and activities that will be performed, a breakdown and
explanation of project tasks, a rate schedule, and documentation of firm and consultant
qualifications. The proposal should be concise, well organized, and demonstrate the responders'
qualifications and experience required to perform the proposed tasks. The proposal shall not
exceed a total of the equivalent of 12 single-sided, 8.5" x 11" pages (excluding appendix and fee
schedule). 11" x 17" sheets count as 2 pages. Proposals submitted in response to this RFP shall
include:
1. Cover Letter and Executive Summary
Include a brief overview describing the highlights of the proposal. The person authorized by
the firm/team to negotiate a contract with the District shall sign the cover letter.

4. Project Organization and Key Project Personnel
a) Describe project organization, including identification and responsibilities of key
personnel.
b) Provide an organization chart.
c) Indicate roles of prime and all sub-consultants.
d) Provide detailed discussion of the experience of the Project Manager and other key project
team members.
e) Provide resumes of the Project Manager and other key project team members. Resumes
shall include relevant experience, proposed role, education, and licenses. The resume for
each individual shall not exceed two (2) pages in length. Attach resumes in an Appendix.
f) For each Key Team Member, provide at least three references (names and current phone
numbers) from recent work (previous five (5) years) similar to this project. Include a brief
description of each project associated with the reference, and the role of the respective
team member. Attach references in an appendix.
g) Describe proposed line-of-communication between the District, prime team members,
and sub-consultants. Address approach to team integration to ensure timely responses to
District's requests.
h) Replacement of key team members will not be permitted without prior consultation with
and approval by the District.
i) All work shall be performed under the supervision of a civil engineer licensed in the State
of California, who has substantial experience with projects of similar size and scope.
5. Quality Assurance and Quality Control (QA/QC) program
a) Provide discussion of the consultant's overall QA/QC program.
b) Provide discussion of how the QA/QC program manages subconsultant's efforts to ensure
technical accuracy and successful completion of the project.
6. Schedule
This project is a priority for the District and, as such, the project schedule should reflect a
design completion date of March 15, 2027. Proposers shall demonstrate they are capable of
completing their scope of work to the District by this deadline. The proposers shall provide a
description of the critical path items and summarize an approach that demonstrates successful
completion in an expeditious and efficient manner.
7. Rate Schedule
The District requires that all billing for work done by the end of the billing period be submitted
to the District on a monthly basis. Each billing shall be submitted with a status report
describing progress made during the billing period on each task along with percent complete
for each task. Final billing will be approved for payment only after a completed status report
has been approved by the District.

hours of work and overtime rate.
d) Holiday - List those holidays that your personnel do not conduct normal work hours.
e) Travel Time - Provide a schedule of travel rates if different from the man-hour rates
provided elsewhere in the proposal. Provide data regarding mileage rate in regard to travel
time. Give the estimated travel time from your office to District's Administration Office at
9300 Fanita Parkway, Santee, CA 92071.
f) Rate Schedule - Include the rate schedule of professional staff and services. Service costs
are to be provided on an hourly basis. Rates included in the proposal shall be used
throughout the period of the contract. Rate schedule shall be included in the appendix.
8. Fee Proposal
Consultant shall submit a comprehensive fee schedule for the Project in a separate e-mail from
the submittal of proposals. Electronically submit the fee proposal to Padre Dam's
Administration staff at: AdminSupportGroup@padre.org. The District does not accept zipped
(compressed) files and the maximum file size is 20 MB. Consultants are strongly encouraged
to submit their fee proposal ahead of the deadline and to confirm receipt of their proposal.
Note Administration staff are not part of the evaluation panel. Fee proposals will not be
provided to the evaluation panel until all proposals are reviewed and evaluated.
The fee proposal shall be developed based on a time and material, not to exceed basis. A final
fee shall be negotiated after the detailed scope of work is finalized with the selected
consultant. Submit a fee schedule that indicates the number of staff-hours and total fee
proposed per task for each classification of employee and sub-consultant.
9. Submittal of Written Proposals
Written proposals shall be submitted electronically by forwarding to Padre Dam's
Administration staff at AdminSupportGroup@padre.org. Electronic proposals are due no later
than the time and date specified on the cover page. Please provide proposals in an indexed
PDF format organized with bookmarks. The District does not accept zipped (compressed) files
and the maximum file size is 20 MB. Consultants are strongly encouraged to submit their
proposal ahead of the deadline and to confirm receipt of their proposal.

8 CONSULTANT SELECTION PROCESS
1. Overview
The District will establish an evaluation committee to review and score proposals and identify
a preferred Consultant. The evaluation committee will include representatives from the
