1 INTRODUCTION
Padre Dam Municipal Water District (Padre Dam or District) is requesting proposals from qualified
engineering firms to prepare plans for the relocation of several water facilities that will be
impacted by the County of San Diego’s Riverford Roundabout project. The County of San Diego
(County) is in the final design phase of its project to reconfigure the intersections and ramps at
the SR67 and Riverford Road intersections. The District currently owns and maintains 8”, 12”, and
36” water transmission mains and a turnout facility that will be impacted by the project.
Relocation of these District facilities will be necessary to accommodate the changes to the
intersections and crossing. The scope of work includes, but is not limited to, identifying new
alignment options and locations for the facilities, as well as completing the final design in
conformance with San Diego Water Agency Standards (WAS), American Water Works Association
(AWWA) standards and other District operational standards.
The selected firm will provide professional engineering services to evaluate new pipeline
alignments and site the relocated turnout in coordination with the County’s project. Additionally,
final design plans and specifications are to be prepared for public bidding anticipated to be
concurrent with the County project. The selected firm or team must have experience in providing
all the required engineering services including, but not limited to, project administration,
hydraulic modeling, water system design, electrical, instrumentation/controls, SCADA, and right-
of-way services. Due to the project schedule, the selected firm should be prepared to begin work
immediately upon award of contract. There will be a non-mandatory pre-proposal meeting at
9:00 am on July 7, 2026. The meeting will be held at the District’s office located at 9300 Fanita
Parkway, Santee, CA 92071. Attendees should allow for 1 hour for the meeting. Questions shall
be directed in writing to: Tom Bloomer, P.E. at tbloomer@padre.org. All inquiries shall be
received by 5:00 pm on July 20, 2026. Questions and responses will be posted to Padre Dam’s
website.
2 DISTRICT DESCRIPTION
Padre Dam is a public agency, a Special District of the State of California that provides water,
wastewater, recycled water and recreation services to residents in East San Diego County
including Santee, El Cajon, Lakeside, Flinn Springs, Harbison Canyon, Blossom Valley, Alpine,
Dehesa, and Crest. Padre Dam serves 100,000 residents with over 24,000 active service
connections, manages over $700 million in infrastructure assets.
Currently, the potable water system includes 3 imported water connections, 28 water storage
reservoirs, 16 booster pumping stations, 20 pressure-regulating stations, and approximately 390
miles of pipeline up to 60-inches in diameter.

3 BACKGROUND
Padre Dam’s water service area is split into two geographic regions, the Western Service Area (WSA)
and Eastern Service Area (ESA). Movement of water between the two service areas relies heavily
on a large 36” water transmission pipeline that will be impacted by the County’s project. This
main is commonly referred to as the El Capitan pipeline. In addition to impacts to the El Capitan
pipeline, one of the District’s turnouts on Woodside Avenue will be impacted. The turnout
(Turnout No. 5) is used to meter and move water from the El Capitan main to the Gravity system
which serves customers in the WSA. This turnout distributes water both to the north and south
of SR-67 through Woodside Avenue and Riverford Road. The downstream mains served by the
turnout will also be impacted by the County’s project and will need to be relocated.
The new roundabouts are to be located both North and South of existing on- and off-ramps to SR-
67 at Riverford Road and will require a substantial amount of grading. Grading work will result in
a finished surface approximately 8 to 10 feet lower as compared to the existing finished surface.
Drainage in the vicinity of the project will be revised to accommodate the new grading and will
include new and relocated County drainage infrastructure and introduce post-construction
treatment BMPs. In addition to elevation changes, revised horizontal alignments of both Riverford
Road and Woodside Avenue are necessary to accommodate the roundabout geometric features.
The project will also require revisions to other third-party utilities located within the project
footprint including County Sewer, Helix Water District facilities, and other dry utilities.
4 PROJECT DESCRIPTION
The relocation of water facilities within the immediate vicinity of the County project is necessary
to maintain transmission and distribution of water in and through the WSA. The relocation of
these critical facilities must adhere to minimum California State Water Resources Control Board -
Division of Drinking Water (DDW) separation requirements and account for future access and
maintenance activities. The El Capitan pipeline in the vicinity of the project is located within
County right-of-way, was installed in the 1930s, and is steel lock-bar pipe. The relocation of a
District turnout connected to the El Capitan pipeline will need to maintain close proximity to the
water transmission pipelines within Woodside Avenue south of SR-67 and within Riverford Road
crossing SR-67. The turnout will need to maintain connectivity with the District’s SCADA system
post-construction. The other 8-inch and 12-inch mains that are impacted include mains on
Woodside Avenue and Riverford Road. A portion of the smaller diameter relocated main(s) will
be within Caltrans right-of-way and the final relocation of the turnout is to be determined.
The expected siting of replacement facilities would likely limit the relocated turnout facility to be
within the County of San Diego right-of-way where feasible or on Caltrans or on County owned
property. New easements and/or encroachment agreements may be necessary to accommodate
relocated infrastructure. The County of San Diego has requested that all relocations are to be
completed prior to the County starting the construction phase for the Roundabout project. Due

to the significant grading changes, construction phasing and permitting tasks should be included
with the design.
The scope of this project includes, but is not limited to the following deliverables:
• A conceptual alignment design identifying the relocated facilities in relation to proposed site
improvements.
• Identification of property rights and necessary easements/agreements to accommodate
relocated facilities.
• Hydraulic model updates to identify optimum pipe diameters, pressure ratings, evaluate
system operations during and after construction, and temporary facilities that may be
required during construction.
• Design plans and specifications for bidding purposes.
• Permits for the County and Caltrans, as needed, to accommodate design and construction
• Construction phasing/staging plans.
• Professional services to support construction advertisement and award.
5 MINIMUM REQUIREMENTS AND TASKS
The District intends to retain a qualified and committed professional engineering firm to be part
of the project team. The successful engineering firm shall demonstrate the availability of qualified
personnel to perform engineering services as required. Listed below is a general description of
the scope of services / tasks that are anticipated to comprise this project. The detailed elements
of the individual scope tasks and the associated level of effort for each task will be developed by
the District in concert with the selected engineering firm prior to entering into a formal agreement
for the project. Proposers are encouraged to expand upon the minimum requirements and tasks
listed within this Request for Proposal (RFP) and recommend additional value based services.
TASK 1 – PROJECT MANAGEMENT AND COORDINATION
The purpose of this task is project management, coordination, and communication with District
Staff in order to solicit input from the various departments having knowledge of the District’s
potable water system. This includes members of the District’s Operations and Engineering
Departments.
• Project Administration and management including management of subconsultants. Active
management includes schedule and budget tracking.
• Kickoff Meeting (in-person) - At the onset of the project, the selected consultant shall review
existing background information and attend a kickoff meeting with District staff to solicit input
and confirm approach and criteria. Minutes or summary of the meeting shall be prepared by
the consultant and furnished to attendees within five working days.
• Progress Meetings - During the course of the work, the consultant shall conduct progress
meetings to review the progress of work. Minutes or summary of all the meetings shall be
prepared by the consultant and furnished to attendees within five working days.
