AMENDMENT 0001 – SEPTEMBER 25, 2026

The purpose of Amendment 0001 is to provide the Government’s consolidated responses to industry questions received in response to RFQ OMAS-01-2026, HHS Modernization Discovery, Prototyping, and Implementation Planning.

Amendment 0001 also clarifies certain solicitation instructions and administrative matters. The quotation due date remains September 28, 2026 at 10:00 AM Eastern Time.

Quoters that submitted a quotation before issuance of Amendment 0001 may either submit a revised quotation by the quotation deadline or provide written acknowledgment that their previously submitted quotation remains unchanged and is based on the solicitation as amended by Amendment 0001. If a revised quotation is submitted, the latest complete quotation received by the deadline will supersede the prior submission.

Quoters are responsible for reviewing Amendment 0001 and the consolidated Government Questions and Answers attached to this notice.

Except as expressly clarified or revised by Amendment 0001, all other solicitation terms and conditions remain unchanged.

The U.S. Department of Health and Human Services (HHS), Office of the Assistant Secretary for Administration (ASA), Immediate Office (IO), is issuing this competitive Request for Quotations (RFQ) as a 100% Total Small Business Set-Aside for a senior-led modernization discovery, prototyping, and implementation-planning engagement.

This competitive RFQ follows the earlier FY26-ASA Notice of Intent. Market research and responses to that notice demonstrated a competitive small-business market. A response to the earlier notice is not, by itself, a quotation under this RFQ. Firms that responded to the earlier notice may incorporate specific unchanged capability information by reference as described in the attached RFQ.

The anticipated 25-week engagement consists of a five-week Mobilization and Readiness Phase followed by a 20-week Discovery, Prototyping, and Implementation Planning Phase. Performance includes discovery interviews and working sessions; review of selected HHS workflows, systems, and technical operations; technical and process analysis; prioritization of modernization opportunities; development and testing of prototypes or proofs of concept; validation with HHS stakeholders; and preparation of implementation recommendations and plans.

Required outputs include an integrated work plan, current-state assessment, prioritized modernization opportunities portfolio, technical recommendations, agreed prototypes or proofs of concept, implementation plans for HHS-selected opportunities/prototypes, supporting technical and operational documentation, an implementation roadmap, and an executive readout/summary. The attached RFQ contains the complete scope, quotation instructions, evaluation factors, pricing schedule, and applicable terms.

HHS anticipates issuance of one firm-fixed-price purchase order. The Government intends to make award by September 30, 2026.

QUOTATION SUBMISSION

Submit quotations electronically to mesfin.alemayehu@hhs.gov no later than September 28, 2026 at 10:00 AM Eastern Time. Use the subject line: RFQ OMAS-01-2026 - [Company Name] - HHS Modernization.

Questions are due September 25, 2026 at 10:00 AM Eastern Time to the same email address. Telephone quotations will not be accepted.

Only eligible small business concerns under NAICS 541512 will be considered for award. Quoters must follow the attached RFQ instructions.
