REQUEST FOR PROPOSALS
TO PROVIDE ASBESTOS INSPECTION SERVICES
This is a Request for Proposals to provide asbestos inspections for the Sunflower County,
MS. Funds for this project are provided from a HOME Homeowner Rehabilitation
Grant.
The proper certification from the Department of Environmental Quality must be
provided with the proposal for Asbestos Inspectors.
You are invited to submit a proposal, in accordance with this request, to the Chancery
Clerk's office, P. O. Box 988, Indianola, MS 38751, no later than 10:00 A. M. local time
on November 24, 2025.
Contracts will be awarded to the responsible offeror whose proposal is written within a
competitive range and determined to be the most advantageous for the program, all
factors considered. Factors to be considered in evaluating proposals and their relative
importance are set forth below.
The asbestos inspector shall perform all necessary inspection services and make
recommendations to properly carry out the activities in the project in accordance with the
state and federal law.
The contract will be on a fixed price basis. Those desiring consideration should submit
proposals by the time and date above stated and must include the following:
1. Qualifications - List of qualifications of each staff person to be assigned to the
project.
2. Experience - Information regarding the experience of the firm. Information shall
include types of project activities undertaken.
3. Capacity for Performance - Identify the numbers and titles of staff available to be
assigned to provide services.
4 Price – Price to carry out the activity
All proposals will be rated on the following system to determine the best offeror:
Description and Maximum Points: Qualifications - 25, Experience - 25, Capacity - 25,
Price-25; total points equal 100.
Proposals will be reviewed by a committee using the above criteria. Points will be
assigned to each criteria based on the content of the proposal. Negotiations will be
conducted to determine a mutually satisfactory contract first with the offeror receiving
the highest number of points. Each Board member’s points count separately, not as a
combined total with other committee members.

Contractual awards will be made to the qualified offeror whose proposal is most
advantageous to Sunflower County. Offerors must comply with Section 3, of the HUD
Act, of 1968.
Sunflower County reserves the right to reject any or all proposals.
