The AIRB has a mandate for providing consumer education and information pertaining to automobile insurance in Alberta. To date, this has included a consumer website, an industry website and a general awareness campaign that included television commercials, billboards and online ads.

The AIRB manages two website properties. The AIRB website (www.albertaairb.ca or "original site") requires maintenance to remain a relevant and trusted source of information. The AIRB recently launched a new consumer website (www.airbfordrivers.ca or "new site"), removing significant content from the original site. The original site now requires a refresh to reorganize and modernize the content and structure.

This RFP includes the refresh of the AIRB website, the migration of one or both websites to a unified CMS, ongoing hosting and website improvements and the creation of consumer education campaigns.

The two websites are currently hosted by different providers on different content management systems.

b)        Project Objectives
i.        The AIRB requires creative services to design and implement consumer education campaign(s) on purchasing automobile insurance in Alberta. The campaign(s) are to help Albertans understand:
a.        their rights and responsibilities as insurance consumers,
b.        government actions on automobile insurance, and
c.        where to find help with automobile insurance issues.
d.        AIRB runs a consumer awareness campaign each year and has an annual budget of $1,300,000 per year for the creation of campaigns, media buys, agency services and the running of these campaigns. These campaigns are mostly digital but AIRB is open to recommendations and suggestions on how to best communicate intended messaging.
e.        These services are Fixed Hourly Rate Services.
ii.        The AIRB requires website harmonization. Both websites need to be on the same web content management system (CMS). This will involve transferring content for one or both websites to a new CMS. The original AIRB site will require a website refresh and the integration of multi-lingual functionality. Multi-lingual functionality should be auto-translated. Manual translations are not required
a.        The AIRB will require training and documentation for staff on any new content management system.
b.        The website refresh should include a content audit and suggested changes to content and navigation structure as required. Content edits will be provided by AIRB.
iii.        The AIRB will also require hosting for both websites by a single provider.
iv.        Website design and hosting are Fixed Rate Services.
v.        The AIRB requires maintenance on www.albertaairb.ca to modernize the look and navigation of the property.
vi.        The AIRB may also require the Contractor to assist in the development of social media strategies and other consumer education activities.
