HOKE AREA TRANSIT SYSTEM (HATS)
PARKING AREA PAVEMENT, FENCE, & LANDSCAPING
1. Overview
Hoke County hereby request “Statements of Qualifications and Proposal” for construction for a new parking area to adjoin an existing parking area located at 189 CC Steele Rd., Raeford, NC 28376. The project scope consists of parking lot design, land clearing & grading, construction, paving, fencing and landscaping to match the existing finish of the building. This also includes ensuring that appropriate design for grading is done to ensure adequate drainage. The approximate size of the parking lot is 20,000 square feet. This project will include the installation of fencing, gates, and extension of existing sidewalks to service the new parking lot.
This project will follow a two-part procurement process:
1.
Part 1 – Qualifications: Submission of Statements of Qualifications to demonstrate the vendor’s experience, capacity, and capability.
2.
Part 2 – Proposal/Pricing: Only vendors deemed qualified in Part 1 will be invited to submit detailed price proposals.

2. Project Scope
The project scope includes:
•
Parking lot design, including grading, drainage, and compliance with:
-
NCGS Chapter 143 – Public Contracts and Property
-
NCAC Title 15A, Subchapter 2D – Erosion and Sedimentation Control
-
ADA Standards for Accessible Design (2010) for sidewalks, curb cuts, and parking spaces
•
Land clearing, grading, and site preparation per NCAC 02H .1000 Environmental Quality: Sedimentation Control
•
Construction and paving of approximately 20,000 square feet of parking area, following:
-
Local Hoke County building and zoning codes
•
Installation of fencing and gates per local zoning regulations
•
Extension of existing sidewalks to serve the new parking lot, fully compliant with ADA requirements
•
Landscaping to match existing building finishes and comply with NCDEQ stormwater requirements
•
Ensuring grading and drainage comply with:

NCDEQ Sedimentation and Erosion Control (15A NCAC 04B .0100–.0300)
-
Hoke County stormwater management regulations
Note: Bonding is not required for this project due to the total estimated cost being under $250,000, per NCGS §44A-26. Vendors are not expected to submit bonds.
3. Part 1 – Statement of Qualifications (SOQ)
3.1 Submission Requirements
Vendors must submit a Statement of Qualifications including:
1.
Company Information: Name, address, contact person, phone, email.
2.
Experience: Relevant projects completed within the last five (5) years. Include size, scope, and compliance with NC regulations.
3.
Project Team: Key personnel, qualifications, roles, and NC licensure.
4.
Licensing & Certifications:

NC Licensed General Contractor or Specialty Contractor
-
Insurance coverage, including general liability and workers’ compensation
-
Relevant safety, environmental, or ADA compliance certifications
5.
References: Minimum of three (3) project references with contact information, highlighting regulatory compliance outcomes.
3.2 Evaluation Criteria
SOQs will be evaluated based on:
•
Experience with parking lot construction, grading, drainage, and NC code compliance
•
Qualifications of key personnel
•
References and regulatory compliance history
•
Capacity to perform the work within timelines
•
Clarity and completeness of SOQ
***Only firms deemed qualified will be invited to submit Part 2 – Pricing Proposal.***
4. Part 2 – Proposal / Pricing
Vendors invited to Part 2 must submit:
1.
Detailed cost proposal, including:

Site preparation, grading, and paving
-
Fencing and gates
-
Sidewalk extension (ADA compliant)
-
Landscaping
-
Contingencies for unforeseen conditions
2.
Project schedule, identifying milestones and regulatory inspection points
3.
Warranty/guarantee information for workmanship and materials
Pricing will be evaluated based on completeness, cost reasonableness, and alignment with project scope and regulatory compliance.
