Description

This is a Notice of Intent, NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with USBDB Service Contract Administration, 155 North McCarthy Boulevard, Milpitas, CA 95035 to renew a service agreement for two (2) BD Biosciences Symphony S6 and FACSTATION equipment, serial R66293700028, and serial #R66293700027, which includes lasers.





The National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Vaccine Research Center (VRC), has a requirement for a renewal maintenance service agreement that will cover the lab flow cytometers and lasers that are used for the detection of fluorescently-labeled antibodies specific to immune system cell subsets to detect T cell responses in HIV- and SIV-infected samples. This service agreement will cover equipment that is currently in place within the Flow Cytometry Core (FCC) of the VRC. The VRC is developing vaccines against HIV and other pathogens. Flow cytometric analysis of experimental samples is an invaluable tool for determining the effects of specific variables in a laboratory setting. This work includes the analysis of the responses of CD4 and CD8 T cells. Researchers are able to label specific cell subset based upon published and widely accepted characteristics. Then, using the flow technology, researchers are able to visualize and quantitate the effects of various experimental conditions on the cell types. The use of two (2) S6 flow cytometers to support research throughout the VRC has been proven to produce reliable data for presentation to the larger scientific community.







The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for:

Minimum Requirements:





The purpose of this contract is to provide coverage for parts and service for any required maintenance of the BD Biosciences equipment. The coverage applies to the instrumentation and lasers, and includes labor, travel expenses and parts.





- 5 DAY COVERAGE (Monday through Friday 8:00 AM to 5:00 PM Customer Time)



- This Agreement covers the BD Symphony S6 and one BD FACStation (excluding printers) for labor, travel expenses and parts (excluding consumable items and lasers) for the following:



- Two (2) Preventive Maintenance Inspections to be performed during a twelve-month period



- Two (2) PM Kits will be provided Software Revisions that are released during the Agreement term



- Unlimited service visits during the term of this Agreement, Monday through Friday, excluding BD Biosciences holidays



- Every reasonable effort will be made to respond within 48-hours to a request for emergency on-site service (Monday through Friday, excluding BD Biosciences Holiday)



- If Priority Response Time is only available via a contract with the Original Equipment



-Manufacturer (OEM), third-party (Non-OEM) proposals to the solicitation must include documentation of a contract covering Priority Response Time with the OEM to meet this requirement and be considered.

Priority is defined as giving priority scheduling equal to a direct contract and guaranteeing the equivalent manufacturer’s priority onsite response. *All service providers must provide proof from BD Biosciences, Inc. that they are an authorized service provider for the equipment.* While this pre-solicitation does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that BD Biosciences, Inc. is the sole provider of the required service currently being utilized by NIAID per continuity protocols and compatibility requirements. However, vendors that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact prior to the closing date and time of this notice. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide this service may submit a capability statement along with a copy of agreement with manufacturer to service Becton, Dickinson and Co., equipment to be considered by 10:00 am EST, May 22, 2025. All required documents must be submitted via the NIAID electronic SIMPLIFIED ACQUISITION SUBMISSION SYSTEM (ESASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
