JustUS Request for Proposals (RFP)

ACS is seeking to contract with a highly experienced service provider to deliver a gender responsive, community-led diversion program for girls between the ages of 13 to 18, who have come into contact with, or are at risk of coming into contact with the juvenile delinquency system. This includes girls who are at risk of being placed on a juvenile delinquency petition or on probation, at risk of a PINS petition, on aftercare or with a history of Close to Home placement. JustUS would accept referrals from ACS, court stakeholders/agencies, community-based organizations, individuals (including self-referrals), and through community outreach.

Anticipated Contract Terms
  • July 1, 2025, to June 30, 2028, with options to renew for two (2) additional three (3) year terms.
Anticipated Funding and Payment Structure

Total Anticipated Maximum Funding Amount: $2,400,000 ($800,000 annually).
  • Estimated Number of Contracts:  One (1).
  • Payment Structure: Annual Line-Item Budget.
  • ACS reserves the right to modify the payment structure of the contract in the future.
  • Contracts resulting from this RFP may be subject to increases or decreases driven by performance using utilization, quality, and outcome metrics set by ACS.  Such metrics may include staff training goals, program utilization, quality of engagement, stakeholder outreach, and post-services outcomes.
Slots
  • The awarded contractor must provide JustUS services to 40 – 48 youth per year in Brooklyn.

Questions received prior to the Pre-Proposal Conference will be answered at the conference. Substantive information/responses to questions addressed at the conference and those received subsequently will be released in an addendum to the RFP to all organizations that are prequalified to propose to this RFP through the PASSPort system, unless in the opinion of the Agency, the question is of proprietary nature.

ACS cannot guarantee a timely response to written questions regarding this RFP received less than one week prior to the proposal due date.

To respond to this RFP and all other Human/Client Services RFPs, organizations must have an account and an approved HHS Prequalification Application in PASSPort. Proposals and Prequalification Applications will ONLY be accepted through PASSPort.
