City of Chanute, Kansas (Owner) is requesting Bids for the construction of the following Project:

Wastewater Treatment Plant Improvements

Bids for the construction of the Project will be received at the Chanute City Hall located at PO Box 907 | 101 S Lincoln Ave, Chanute, KS 66720, until Wednesday, May 6th , 2026, at 2:00 pm local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Construction of the Wastewater Treatment Plant Improvements Project for City of Chanute, Kansas will generally include the following but will not be limited to:

Construction of temporary construction entrances, parking, job trailers, laydown, and staging areas; Stripping and stockpiling of topsoil and excavation of wastewater treatment plant site; Installation and maintenance of erosion control; Construction of new lift station, which includes the building, wetwell, primary and secondary pump systems, bar screen with compactor, screen, piping, flanges, fittings, valves, guardrails, MOVs, gates, meters, and electrical to make a working system; Construction of the new headworks station, which includes the structure, canopy, rotating drum fine screen with compactor, gates, coarse screen, heat trace and blankets, piping, flanges, fittings, valves, guardrails, MOV, meter, and electrical to make a working system; Construction of the Aeromod system, which includes the structure, air lines, piping, valves, guardrails, fittings, flanges, meter, and electrical (according to manufacturer’s plans), and sludge lift station to make a working system; Construction of the motor control center, which includes the building, blowers, and rotary drum thickener, pumps, fittings, compressors, air lines, piping, valves, fittings, and electrical to make a working system; Construction of the tailworks station, which includes the building, cloth media filter systems (according to manufacturer’s plans), UV disinfection systems, piping, flanges, MOVs, valves, guardrails, composite sampling station, meters, and electrical to make a working system; Construction of new emergency spill way for the Extraneous Flow Basin; Installation of new fiberglass shelters; Installation of new electrical equipment; Installation of control system hardware; Owner’s integrator shall provide PLCs, PCs, software, monitors, miscellaneous items to provide backbone of the control/SCADA system; Programming of SCADA system software and hardware will be provided by owner’s integrator; Contractor to provide and install conduits and conductors for electrical and controls between all equipment, controls, PLCs, instruments, and fiber systems; Installation of process piping systems; Installation of French drain and storm water systems; Installation of gravity sanitary sewer system; Installation of potable and non-potable water piping; Installation of gas lines; Remodel of current laboratory; Completion of general site work including finish grading, topsoil, seeding, and mulching over grading limits; Coordination with city to switch wastewater treatment operation from existing plant to new treatment plant; Demolition of old lift station, headworks, clarifiers, trickling filters, digesters, and tailworks; Completion of general roads, entrances, sidewalks, and concrete approach pads.

Bids are requested for the following Contract: Wastewater Treatment Plant Improvements

The Project has an expected duration of 730 calendar days.

Procurement Contract To Be Assigned

Owner as “Buyer” will execute a procurement contract with TBD as “Seller” for the procurement of goods and special services for as listed below. The materials and equipment to be provided through the procurement contract are to be furnished and delivered to the Site for installation by Contractor. Owner will assign said procurement contract to Contractor as set forth in the Agreement. Contractor will accept the assignment, as Buyer (Contractor/Assignee), and will be responsible to Owner for the performance of obligations by Seller, which will become a Subcontractor or Supplier to Contractor.

Bidders may examine the contract documents for the procurement of goods and special services for Wastewater Treatment Plant Improvements – Integration Procurement at the Issuing Office.

Information regarding this project can be found in the “Public Jobs” link on the website. Contractors desiring the Contract Documents for use in preparing bids may also obtain a set of such documents from Drexel Technologies; 10840 West 86th Street, Lenexa, KS 66214, telephone number is 913-371-4430. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified, or cashier’s checks shall be made payable to Drexel Technologies, Inc.

Prospective Bidders must register with the Issuing Office as a plan holder. The project information in the eDistribution plan room will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the project. All official notifications, addenda, and other Bidding Documents will be offered only through the eDistribution plan room. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated Issuing Office.

Pre-bid Conference

A mandatory pre-bid conference for the Project will be held on Wednesday, April 29th, 2026, at 2:00 pm at Midwest Engineering Office located at 1476 1300th St, Iola, KS 66749. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

“Bidders must fully comply with Subpart C of 2 CFR Part 180 and 2 CFR Part 1532, entitled Responsibilities of Participants Regarding Transactions. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List system at www.sam.gov are not eligible for award of any contracts funded by the KDHE State Revolving Fund programs.”

All Contracts and subcontracts exceeding $100,000, at any tier under a SRF Loan Agreement shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.
