KIB Immutable Backup Project
Proposals will be received until 3:00 pm (local time) on December 5th, 2025, by the Kodiak Island
Borough (Borough) for the KIB Immutable Backup Project.
Request for Proposal documents are available electronically through our website: www.kodiakak.us.
Interested Proposers should complete the online Registration Form when obtaining the Request for
Proposal documents from the borough’s website, or provide the name, email address, and phone number

INTRODUCTION
The Kodiak Island Borough (Borough) is requesting proposals from qualified contractors for designing
and implementing an immutable disk-based backup system with a minimum capacity of 150 TB of data
retention, along with an air-gapped tape library solution. This project is funded by the FEMA Federal
Cybersecurity Grant Program (SLCGP) and aims to bolster data resilience, mitigate ransomware risks,
and ensure swift disaster recovery.
Registration required. All Proposers must register prior to submitting proposals. Proposals from
unregistered respondents will not be accepted.

The Kodiak Island Borough reserves the right to modify or extend this timeline. Please note
that the RFP selection must be approved by the Alaska Grants office in Juneau Alaska.
SCOPE OF WORK
A. Introduction.
The Borough desires to contract with a responsible contractor or firm to implement a disk-based
immutable backup solution capable of retaining a minimum of 150 TB of immutable backups.
Additionally, the project includes adding or upgrading an air-gapped tape library as a “hot spare,”
further enhancing offsite backup resilience. The existing environment includes:
1. Current backup software: Veeam (or equivalent backup application).
2. Offsite Location for housing the backup server and tape library/
3. Existing tape-based backup strategy with an offline, air-gapped approach.

The Kodiak Island Borough (Borough) is participating in the Alaska State and Local Cybersecurity
Grant Program (SLCGP) and has been awarded a grant to upgrade the current disk-based backup
which is not immutable and needs to be upgraded to industry standards and to enhance the overall
disaster recovery security for the Kodiak Island Borough.
C. Note on Platform Agnosticism
While the Borough has familiarity with various enterprise security solutions, this solicitation is
vendor neutral. Proposals for any enterprise-grade solution that meets or exceeds the requirements
below are welcome.
D. Scope of the Project
The Borough is seeking a qualified and experienced individual or firm to provide and configure the
following:
1. Disk-based immutable backup system with the referenced capabilities, features and
configuration:
a. Enterprise-grade server (or equivalent appliance) with sufficient storage to maintain
a minimum of 150 TB of immutable backups.
b. Immutable storage or Write-Once Read-Many (WORM) features to protect against
tampering and ransomware.
c. Integration with the Borough’s existing backup application. (e.g. Veeam)
d. Support for incremental backups, data deduplication, and encryption. (at rest and in
transit)
2. Tape library or air-gapped backup with the referenced capabilities, features and
configuration:
a. Tape library solution capable of serving as a “hot spare” enabling on-demand tape
backup and offline storage.
b. Automated tape handling – e.g. barcode readers, inventory management.
c. Integration with the Borough’s backup software utilizing policy-driven tape
rotation.
d. Mechanisms to verify tape data integrity and facilitate disaster recovery testing.
3. Implementation & configuration of the following.
a. Installation of the new disk-based system at the offsite location.
b. Configuration for immutable backups including retention policies and scheduling.
c. Secure network integration ensuring data transfer from production environments.
4. Training & knowledge transfer of the new equipment and configurations
a. Basic training of Borough IT staff to manage backups, data restores and tape
management operations.
b. Documentation of procedures for ongoing maintenance, updates and ensuring data
immutability.
The consultant may propose additional tasks deemed appropriate to complete the project.
