Description

This is a Sources Sought Notice and is intended for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Logistics Agency Energy (DLA-Energy). For reference purposes, this System for Award Management (SAM) notice is numbered SPE60325R5X20. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10.



DLA Energy, Bulk Petroleum Services Business Unit-FESBA seeks to identify potential qualified businesses that are able to provide dock services to discharge Government-owned product from vessels at the dock of Port Tampa and transfer it to the Government-owned pipeline at the northwest corner of MacDill AFB. The Port Tampa dock facilities are operated under a special condition that exists at the Port Tampa ship canal and has limitations imposed on the Government by a multi-party agreement. The multi-party agreement establishes utilization of the Port Tampa ship canal and assigned each company to a specific dock within the ship canal. The area of consideration requires all potential offers to be able to successfully complete requirements to sustain successful operations in accordance with latest revisions of the Atlantic Land and Improvement Company Terminal Tariff Number One, which is applicable to any new Government contract.



The Government plans to award one firm fixed price contract for a four (4) year base, one five (5) year option period of performance and a possible extension not to exceed six (6) months. In response to this notice please provide the following:



1. A company profile to include number of employees, office location (s), DUNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the SAM is required for DLA Energy contractors.



2. Capability of providing qualified and experienced personnel, with appropriate clearances, if required.



3. Past Performance: Do you have past performance as a prime contractor or subcontractor on service contract for similar fuels management requirements? If so, please provide the following: Contract Number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to fuels Dock Services. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken.



4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform.



5. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a four-year contract at one or more locations, in the event there are delays with the payment process?



6. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?
