The Kentucky Department of Education (KDE) is seeking a qualified individual or company to assist KDE in the continuation of the Medicaid School-Based Administrative Claiming (SBAC) Program and upon approval of Kentucky Department of Medicaid Services (DMS) State Plan Amendment, the Random Moment Time Study (RMTS) shall include Free Care. Random Moment Time Study; is a tool used by the School-Based Medicaid Program to measure what a person is doing during a moment of time of the workday. The SBAC provides a method of federal reimbursement for a portion of health-related administrative outreach activities currently performed by KYs 173 school Local Education Agency (LEAs) that serve the states 646,936 public school students, the KY School for the Deaf and the KY School for the Blind. Of these 173 LEAs, 161 were certified to provide direct school-based health services in 2018-2019. In fiscal year 2019, 667,208 of children under the age of 20 were eligible Medicaid recipients. Of these 529,734 were under fifteen (15); 85,267 were between fifteen (15) and seventeen (17; and 52,207 were between eighteen (18) and twenty (20). Free Care allows all students who qualify for Medicaid services to receive services at school without the requirement of an IEP. Free Care precludes Medicaid from paying for the costs of Medicaid coverable services and activities which are generally available to all students without charge, including reimbursement for Section 504 services or general health care services blend working Centers for Medicare and Medicaid Services CMS indicated that schools were legally liable and responsible for providing and paying for these services. KDE has been actively participating in this Medicaid Reimbursement program since 2003.
