Systems Integration Upgrade
The City of Ceres is soliciting Statements of Qualifications (SOQs) from qualified System
Integrators (SIs) to provide professional services. The intent of this RFQ is to identify
firms with technical expertise, certifications, financial stability, and local presence
necessary to successfully support and deliver services for critical infrastructure and
automation systems. The City is seeking to upgrade its existing SCADA system to
incorporate best management practices and industry standards in connectivity,
cybersecurity, and reliability.

Subject: Request for Qualifications (RFQ)
1. MINIMUM QUALIFICATIONS
Respondents must meet all of the following minimum qualifications. Failure to
demonstrate compliance may result in disqualification.
A. Location Requirement
The System Integrator must be located within a 100-mile radius of Ceres, CA
B. UL508A Certification
The System Integrator must hold a valid UL508A certification.
Respondents must provide verifiable proof of certification from the official UL website as
part of their submission.
C. Required On-Staff Certifications
The System Integrator must employ the following certified professionals on staff at the
time of submission:
ISA Registered/Certified Automation Professional (CAP)
Proof of current certification must be included.
IEC/ISA 62443 Certified Cybersecurity Expert
Proof of current certification must be included.
D. Financial Stability
Respondents must provide their most recent financial statements.
Additionally, respondents must disclose the following for the past five (5) years:
Any litigation involving the firm
2. SUBMISSION REQUIREMENTS
Respondents shall submit a Statement of Qualifications with a maximum of 26 single
sided pages or 13 double sided pages that includes, at a minimum:
Company overview and contact information
Cover Letter
Relevant technical expertise
Experience in municipal SCADA systems
Proof of location within the required radius
UL508A certification documentation
Copies of all required staff certifications
Most recent financial statements
Disclosure of litigation history (past 5 years)
Organizational Chart for this contract
References
SOQ must be no larger than 26 single-sided pages to include all pages, including the
cover page, back cover, and everything in between
3. RESERVATION OF RIGHTS
The City of Ceres reserves the right to reject any or all submissions, waive informalities,
and request additional information as necessary to evaluate qualifications.
4. CONTACT INFORMATION
All questions regarding submissions, process, or SOQs shall be sent to
Joshua.Casas@ceres.gov and will be answered in the form of an addendum. Each
vendor interested in this project shall notify the City by email to ensure they are on the
list to receive the addendum. All correspondence for this project will only be by e-mail.
5. SUBMITTING SOQ
All SOQs shall be received in the City of Ceres Public Works Administration office by
Friday, May 1, 2026, no later than 2:00 pm. PST

Submissions will be reviewed for completeness and compliance with the minimum
qualifications listed above. Only those firms meeting all requirements may be
considered for further evaluation or selection.

There will be no formal bid opening.
The Firm being awarded this contract will be required to enter into a standard City of
Ceres professional services agreement.

SOQ due: Friday. May 1, 2026, at 2:00 p.m.
