Work shall be requested on an as needed basis and paid according to an approved rate schedule. The cost of developing a scope of service for a particular project shall be included in the Consultant’s cost of doing business and the City will not be responsible for any costs associated with preparing it.

Request for Qualifications
For
On-Call Special Inspection & Materials Testing
The City of Dublin is seeking qualified Engineering firms to provide professional On-Call Special Inspection &
Materials Testing for a variety of CIP projects.
Project Description
The City is interested in securing firms for the specific purpose of obtaining On-Call Special Inspection & Materials
Testing. This RFQ does not commit the City to enter into a contract, nor does it obligate the City to pay for any
costs incurred in preparation and submission of the statement of qualifications (SOQ) or in anticipation of a
contract.

Considerations
The City of Dublin is seeking professional services of qualified engineering firms to provide On-Call Special
Inspection & Materials Testing for multiple projects over the next three years. The City intends to select the most
qualified firm(s) to provide these services. The selected firm will perform services on a “Time and Materials” basis
to be negotiated with the City. The firm’s services will be negotiated on a per project basis and have a budget and
specific work scope.
Once a Task Order is approved, rates are locked in for the duration of the project. Travel time, mileage, vehicles,
meals, etc. will not be allowed and should be incorporated into your hourly rates provided. Consultant may
request hourly rates be updated annually, prior to the City’s fiscal year start. Rate increases shall not exceed 3%
and shall be based on the San Francisco Bay Area Consumer Price Index CPI for that period of time and this shall
be submitted to the Public Works Management Analyst, or their designee, each May (effective each July 1st) for
approval prior to taking effect.
Consultants are advised that this agreement is considered “public work” for purposes of the California Labor Code,
which requires payment of prevailing wages. The Agency has obtained from the Director of Department of
Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and
overtime work. These rates will be on file at the Owner’s office at 100 Civic Plaza, Dublin, CA 94568 or online at
http://www.dir.ca.gov/OPRL/PWD/index.htm and they will be made available to any interested party upon
request. The Consultant with whom an Agreement is entered must pay the prevailing rates, post copies thereof
at the job site, provide copies of certified payrolls upon request, and otherwise comply with the applicable
provisions of State law. The Consultant is subject to prevailing wage rate compliance monitoring and enforcement
by the California Department of Industrial Relations.
The Consultant or Subcontractor(s) shall not be qualified to submit a response to this RFQ, subject to the
requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public
work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to
Section 1725.5. It is not a violation of this section for an unregistered consultant to submit a proposal that is
authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public
Contract Code, provided the consultant is registered to perform Public Work pursuant to Section 1725.5 at the
time the contract is awarded.
Scope of Services
Special Inspection firm shall be on the City of Dublin’s Building Department’s “Recognized Special Inspection &
Testing Agency” (see Attachment C) listed in all categories or be able to be added to the list prior to execution of
the agreement.
Laboratory shall be certified by the State of California to provide material testing for Federal Aid Projects.
Field and Laboratory Compaction Testing using Caltrans and ASTM methods.
Plant inspection.
Special Inspection (Concrete Placement, ACI or ICC, Electrical, Mechanical, Welding, Rebar, Conduit,
Cables, etc.).
Public Works Inspection, as needed.
Firms will be required to sign and comply with the requirements of the City of Dublin Building and Safety
Division

projects issued a Building Permit.
If a firm is hired by a developer to provide quality control or any other services, the firm will not be eligible
to provide third party quality assurance services to the City for the same project. This will apply to both
public and private projects.
Minimum Required Experience:
Materials/Special Inspector This position requires the following:
Three years minimum experience inspecting materials like those anticipated for project
Training/certification(s) to perform the requested inspection or test per the requirements of the project
plans and specification
Note, this position doesn’t have to be filled with the same personnel for the duration of the project, however it is
preferred.
Laboratory Facilities The following are required accreditations/certifications:
Ratings by AMRL and CCRL
Caltrans certified to provide material testing for Federal Aid Projects
To be considered responsive to this RFQ, your firm MUST be able to provide all services described in this category.
Performance Measures:
1. Responsiveness and Testing Responsiveness:
a. Consultant must adhere to the highest ethical standards in all interactions with clients,
colleagues, and stakeholders.
b. Consultant shall acknowledge City communications within two (2) business days and provide a
substantive response within four (4) business days.
i. Dispatcher to respond within 1 hour (during business hours) of request by email or
phone
ii. Failed tests or inspection issues must be reported immediately.
iii. Consultant must participate in project meetings and timely delivery of Peer Review
comments to keep development timelines on track.
iv. If the assigned staff are unavailable, the Consultant shall provide an alternate point of
contact.
c. Consultant must provide task order scope and fee proposals within 7 business days.
i. Complete assigned tasks in accordance with schedules established in the project scope
or task order.
ii. Meet project milestones and deadlines unless otherwise approved by the City.
d. Repeated failure to meet agreed deadlines without prior coordination may affect future task
assignments and may be considered in performance evaluation.
2. Report Quality and turnaround time:
a. Consultant shall ensure all field and lab testing complies with specified ASTM, Caltrans, or ICC
standards and all reports shall require minimal to no revisions.
i. Preliminary field reports must be available during inspection.
ii. Final field reports shall be available within one (1) business day.
iii. Lab test results must be available within 1-10 business days (depending on test type)
3. Certification and Compliance:
a. Personnel and lab must meet all required standards.
i. Staff must adhere to 100% certification compliance, and the firm must remain on the
City’s “Recognized Special Inspection & Testing Agency” list.
b. Consultant shall maintain State of California certification for Federal Aid Projects throughout the
agreement term.
4. Schedule & Budget Reliability
a. Consultant shall adhere to the agreed-upon budget for each project.
b. Consultant must notify the City in writing before exceeding 75% of the authorized task budget
and provide justification and a proposed scope or budget adjustment.
c. Consultant shall notify the City of schedule conflicts or potential delays no later than three (3)
business days prior to the affected deadline.
If the Consultant is unable to meet the timelines or requirements set forth in Exhibit A, the City will provide written
comments outlining the deficient deliverables and will, in good faith, meet and discuss with the Consultant
regarding their performance to understand the circumstances and collaboratively identify a resolution. If
performance issues persist, and the City can reasonably demonstrate that such issues are due to the Consultant’s
actions or omissions, the City may, (i) temporarily withhold payment for the specific deliverables in question until
they are satisfactorily completed and accepted, or (ii) request that the Consultant re-perform the services at no
additional cost. Repeated and material failure to meet agreed-upon performance measures, after reasonable
opportunity to cure and upon substantiated fault of the Consultant, may constitute grounds for termination for
cause.

2. Deadline for submitting the Statement of Qualifications is Friday, April 24, 2026, at 4:00 p.m. via e-mail

3. The City will not pay for any costs incurred in preparation and submission of the Statement of
Qualifications or in anticipation of a contract. The format of submittals is at the discretion of the Proposer.
