The United States Consulate General in Guayaquil, Ecuador requires civil works and preparations for the installation of seventeen residential emergency generators to be performed at the US Government Consulate Residential Pool. The work required under this contract consists of providing all professional services, labor, materials, equipment, supplies to complete all the civil works needed for this project. The Contractor’s proposal shall include a detailed cost breakdown of the recommended services to be performed. The consulate residential pool is located in Vía a la Costa in Guayaquil, Ecuador.
Work shall be completed in less than 90 calendar days. The residences will be occupied during the execution of this contract. The Contracting Officer (CO), who is the legal representative of the United States Government for Contracting, shall appoint a Contracting Officer Representative (COR, to function as the eyes and ears of the (CO). All official communication will come from the CO in written communication. Contractor shall coordinate with the COR for work phasing and job sequencing in each stage of this project in a sequential manner. Contractor has to submit a phasing plan and with the construction schedule for review and approval prior to commencement of work at the site.
The Contractor shall provide all project planning, installation personnel, equipment, materials, tools, and supervision as needed to complete the services that meet the requirements. The Contractor shall be required to prepare and submit, before the related work commences, product specifications, drawings, project schedule in Gantt format, quality management plan, project safety plan, activity hazard analysis, hot work permit and work costs. All documents must be in English and Spanish, in PDF format and must be sent via email to the COR.
The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed-price type contract.
In order for a quotation to be considered, you must also complete and submit the following:
1. SF-1442.
2. Section 1, Pricing.
3. Proof of SAM Registration.
4. Certification regarding compliance with applicable federal anti-discrimination law.
SAM REGISTRATION
Pursuant to FAR 4.1102, bidders are required to be registered in SAM (System for Award Management) at the time a quotation is submitted.
To register to SAM, please follow the instructions detailed in the following link: https://sam.gov/content/entity-registration. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given.
INSURANCE
CERTIFICATION REGARDING COMPLIANCE WITH APPLICABLE FEDERAL ANTI-DISCRIMINATION LAW
All Department of State contractors must certify that they do not operate any programs promoting DEI that violate any applicable anti-discrimination laws and agree that such certification is material for purposes of the government’s payment decision and therefore subject to the False Claims Act. See 31 U.S.C. 3729(b)(4).
PRE-PROPOSAL CONFERENCE AND SITE VISIT
The Consulate intends to conduct a pre-quotation conference and site visit on May 05, 2025, at 9:00 a.m. at the project sites.
Offerors planning to attend the site visit must submit the Name, Phone number, Organization/Company, ID or Passport No. and nationality, of their company’s representatives to GuayaquilContracting@state.gov no later than May 01, 2025 at 2:00 p.m., local time. This information must be provided to ensure access to the site. No substitutes or additional persons may attend the site visit. Attendees are requested to carry copy of the Request for Quotations and their Photo ID along with them. Attendance is limited to two persons per company.

Your quote must be submitted, by e-mail, to the Contracting Officer, Carlos M. Barbery, at GuayaquilContracting@state.gov before 4:00 p.m., local time, on May 19, 2025. No quotation will be accepted after this time.
Period of performance
The period of performance for the project shall be completed in less than 90 calendar days from the date of commencement.

The Consulate General residential pool is located in Vía a la Costa - Guayaquil, Ecuador
Payment Terms
Credit. After delivery, 30-45 days.
