Elbow POWSS-Water Reservoir Expansion
Synopsis:
SaskWater plans to expand treated water storage capacity by installing a new above-ground storage tank at the Elbow water treatment plant (WTP). The Work generally includes tank foundation, underground connections, a dedicated pumping system and a new backup generator at the raw water pumphouse. SaskWater will be supplying the specified control instrumentation to be installed by the Contractor as part of the Work. Programming of the PLC, based on the attached Process Control Narrative (Appendix E), will be provided by SaskWater. The Contractor shall assist in testing the programming and ensuring the system operates as intended.

Additional Information:
SaskWater is seeking a qualified contractor to provide a new above-ground storage tank to expand potable water storage for the Elbow Potable Water Supply System (ELPOWSS). The existing system currently has approximately 640 m3 of storage capacity provided by three underground concrete reservoirs. The new storage tank will more than double the existing storage capacity, providing an additional 1000 m3 to help buffer the increasing demand during the significant seasonal population influx. This Work covers the installation of the tank, including the foundation, underground connections, and building tieāins.
The Work also involves installing a new distribution pump that can draw directly from the new storage tank and allow isolation of the existing concrete reservoirs. The intent is to provide a complete working system, including all necessary appurtenances and controls.
