The City of Saginaw does not accept sealed bid proposals via fax or email. Bid documents are available for
download on the City of Saginaw’s web site, www.saginaw-mi.com, under the ‘Find A Bid’ tab.
‘All or None’ means bidders are required to submit pricing for all years and/or all items requested. Any
proposal submitted that does not meet this requirement may be disqualified. If said bid is not listed as ‘All or
None’, the City reserves the right to split said bid to our best benefit.
‘No Substitutions’ means bidders are required to submit pricing for goods/materials as noted in specifications.
If the bid does not include no substitutions language, the respective bidder can submit pricing for a substitution
and/or alternate. You must identify the brand, model, part number, etc., method or process. Bidders may
include supporting documents. The City reserves the right to determine equivalent.

(2) Tariff, Surcharge and other Fees are an additional cost listed by the bidder. Fees billed shall not exceed bid
cost. Tariff charges shall be reduced in kind with US Tariff rates. Bidders supplying domestic product with
no extraneous fees may leave the line blank or record $0 for the appropriate Tariff item.
(3) Delivered price shall be based on 23% concentration.
(4) Shipments shall be in 40-to-50-pound, moisture-proof, poly or poly-coated paper bags on wooden pallets.
All bidders shall enclose a Certificate of Compliance to ANSI/NFS Standard 60/61 with their bid
responses.
All bidders shall enclose a current SDS for the respective chemical.

2026 SAGINAW WATER TREATMENT PLANT
SPECIFICATIONS FOR CALCIUM OXIDE (QUICKLIME, CaO)
PROPERTIES
1. The Calcium Oxide must meet State of Michigan, Department of Environment, Great Lakes and
Energy, Drinking Water and Environmental Health Division requirements for water treatment chemicals
and NSF/ANSI Standard 60-2025 Drinking Water Treatment Chemicals – Health Effects.
2. Material must be manufactured in accordance with AWWA Standard B202-25 for Quicklime and
Hydrated Lime in all areas not in conflict with ANSI 60.
3. An affidavit of compliance shall be provided, which states that the Quicklime furnished complies with
all applicable requirements of NSF/ANSI 60 and AWWA B202. A Safety Data Sheet must be provided.
4. This material shall be certified as suitable for contact with or treatment of drinking water by an
accredited certification organization in accordance with NSF/ANSI Standard 60-2025 Drinking Water
Treatment Chemicals – Health Effects. A copy of product certification under ANSI 60 must be submitted
with the bid.
5. A certificate of analysis and proof of product certification under ANSI 60 are required with each
delivery. The Calcium Oxide supplied to the Water Treatment Plant must be a ¾” by ¼” hard burned
material with a minimum of 90% available Calcium Oxide.
DELIVERY REQUIREMENTS
1. Orders shall be made as required and requested by telephone. Delivery is to proceed to the plant
within 24 hours of an emergency call and within 5 days for normal deliveries. Deliveries will be accepted
from 8:00 a.m. to 1:30 p.m. ET Monday through Friday except on City Holidays.
2. The desired delivery date will be stated when the telephone order is placed. Should the contractor fail
to make delivery of Calcium Oxide as specified the City shall have the right to procure Calcium Oxide
from any other source. If the cost of the Calcium Oxide so purchased is greater than the amount
specified in the Calcium Oxide contractor’s bid, the contractor will be required to reimburse the City for
the difference in cost.
3. Overtime costs between 4:00 p.m. and 8:00 a.m. caused by trucking contractor’s failure to deliver and
start unloading between 8:00 a.m. and 1:30 p.m. shall be charged to the shipper’s account. Unloading
time should not exceed two and one half hours under normal conditions. The City of Saginaw will not
pay demurrage unless unloading time exceeds four hours, and only when such excess time is due to the
City’s failure to unload.
4. The Calcium Oxide shall be delivered to the Saginaw Water Treatment Plant at the following address:

5. The Calcium Oxide shall be delivered as required by the City of Saginaw in truckload shipments of
approximately 40 tons per load, bulk delivery. Weight tickets from approved scales are required for each
shipment. Each weight ticket shall show the Gross Wt., Tare Wt. and Net Wt.
6. All deliveries shall be protected in transit to insure against leakage and moisture. Delivered material
must be in dry and clean condition. The lime shall be delivered in trucks used exclusively for
transporting Calcium Oxide.

7. Delivery trucks must be equipped with a suitable system for pneumatic delivery with a 50 foot by 4-
inch diameter hose. Maximum pneumatic delivery system offloading pressure shall be no greater than
10 psi to minimize dusting and product degradation.
8. The cost of delivery must be included in the bid price.
9. There shall be provisions made for security of the Water Treatment Plant.
A) A fax or email will be sent to the plant prior to receipt of shipment. It shall include the driver’s
picture, his identity, shipping company name and truck number.
B) Proof of driver identity and receipt of the fax will be required before any shipment will be
received.
10. Cost for security provisions must be included in the bid price.
11. The Water Plant assumes no liability for additional costs in the event the above provisions are not
met causing delay or return of shipment.
TESTING FOR AVAILABLE CALCIUM OXIDE
1. Samples for testing shall be taken from the delivered load at the plant by City personnel to assure a
representative sample. Samples will be taken in accordance with accepted methods for limestone,
quicklime and hydrated lime sampling.
2. Samples will be tested in accordance with current standards to verify percent available Calcium
Oxide.
