On-Call Environmental Consulting Services

Notice is hereby given that the Transit Joint Powers Authority for Merced County (TJPAMC) has released project number RFQ20250828TJPAMC – On-Call Environmental Consulting Services. TJPAMC is seeking proposals from qualified and experienced planning and environmental consulting firms to provide on-call services related to environmental review, documentation, and compliance under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) for land use development projects.

The deadline to ask questions via email is 12:00 p.m. September 5, 2025. Proposals are due electronically by 12:00 p.m., PDT, on September 24, 2025, and shall also be emailed to Alexandra Arroyo, Procurement Specialist II, at For security reasons, you must enable JavaScript to view this E-mail address. .

Proposers are responsible for making certain their proposal documentation is complete and is received by TJPAMC on or before the closing deadline. TJPAMC is not liable for any costs incurred by proposers in responding to the RFQ. TJPAMC reserves the right to accept or reject any and all proposals or to cancel this solicitation at its discretion. Requests for changes or clarifications must be submitted in writing by the deadline indicated in the RFQ. Any alterations to the RFQ will be made by written addenda only.

In compliance with Title 49 CFR Part 26, Disadvantaged Business Enterprise’s (DBE) are encouraged to submit a proposal and will be afforded full opportunity to participate in this solicitation. The resulting contract from this solicitation has no specific contract DBE goal. However, TJPAMC has an overall DBE goal of 1%. Note that prospective Proposers will not be required to submit good faith efforts.

Communications from proposers shall be submitted in writing (email) to Alexandra Arroyo, Procurement Specialist II, for this procurement. Except as set forth herein, there shall be no other communication with any other TJPAMC employees or consultants with respect to the proposal documents or project.
