Scope of Services
I. Introduction
A. Overview and Purpose
The Hawaii State Department of Health (DOH) Family Health Services Division
(FHSD), Children with Special Health Needs Branch (CSHNB), implements the
Substance Abuse and Mental Health Services (SAMHSA) Project LAUNCH to
promote positive mental health supports and services for young children and
their families.
Project LAUNCH (Linking Actions for Unmet Needs in Children's Health) is a
federally funded initiative focused on supporting the wellness of children from
birth through eight years of age. Wellness is defined as a state of positive
physical, emotional, social, and behavioral health. The program aims to identify
and address mental and behavioral health concerns early-before they develop
into more serious challenges. A core component of Project LAUNCH is
strengthening the support system surrounding young children, including parents,
caregivers, and other adults in their lives.
By promoting mental health, physical health, and social-emotional development,
Project LAUNCH emphasizes early identification and timely intervention.
Providing training to parents, caregivers, and families equips them to recognize
early signs of concern, improving access to appropriate support and fostering
positive outcomes for young children.
SAMHSA emphasizes that support services are most effective when delivered by
peers - such as parents or caregivers - with lived experiences capable of
fostering trust and connection. Parent-led training on mental health topics is
particularly effective because they create trust, connection, and a sense of
understanding that helps families access needed resources and support.
Project LAUNCH seeks the services of a community-based family-run
organization to provide training to parents, caregivers, and/or family members on
mental health concerns and diagnoses in children with the goal of identifying
concerns early to connect children to resources to support their optimal
development. These training courses are intended to be delivered by parents
and/or family members with lived experience and who have professional
expertise supporting young children and families in Hawaii.

B. Description of the Service Goals
The goal of the program is to increase parents' understanding of child mental
health issues, strengthen early identification, and build skills to support their
children's social-emotional well-being. All training should incorporate Hawaii-
specific values, community connections to resources, and culturally responsive
approaches, which create space for parents and caregivers to learn from one
another, share strategies and build ongoing knowledge, understanding, and
mutual support. Training components should include the following:
1. Information on understanding the impact of a child's emotional, mental,
and or behavioral health challenges on parents and caregivers.
2. Understanding mental health concerns and identifying possible disorders.
3. Information on resources and support available from state and community
agencies and services.
4. Information on common mental health disorders and understanding of
children's diagnoses.
5. Information on understanding how to support young children's optimal
mental health development.
6. Provide tips and information on supporting meaningful partnerships with
schools and service providers.
C. Description of the Target Population to be Served
Parents, Caregivers, and Families engaged in Project LAUNCH activities
statewide.
D. Geographic Coverage of Service
The geographic coverage of service is statewide.
II. Service Specifications
A. Specific Qualifications or Requirements
The awarded vendor:

1. Demonstrate a thorough understanding of the purpose and scope
of this project, as well as demonstrate the necessary knowledge,
skills, abilities, and experience relating to the delivery of the
proposed services.
2. Cite any verifiable relevant experience for the last five (5) years in
providing training and technical assistance to parents on mental
health concerns.
3. Be a family-run organization as defined by SAMHSA where 50% of
staff and board members have lived experience.
4. Demonstrate knowledge of community-based service delivery and
coordination with public systems including children's mental health,
child welfare, educational systems, and substance use.
5. Be based in Hawaii and provide evidence of being a nonprofit
organization registered in the State of Hawaii.
6. Must be available to meet in-person or through web-conferencing
with CSHNB.
7. Must issue all payments directly to other vendors and services
needed to meet the scope of service identified in the contract.
B. Description of Tasks and Responsibilities
The Bidder shall describe in detail how from April 15, 2026, through September
29, 2026, implementing Parent Mental Health Education and Training Program.
Contractor shall:
1. Collaborate with key representatives from DOH to ensure tasks and
timelines are executed effectively.
2. Have or develop training with parents to be delivered to parents on six
mental health issues.
3. Ensure training is delivered by family peer specialists and mental
health educators with lived experience and professional expertise
supporting young children and families in Hawaii.
4. Provide 4-6 training courses either in-person, virtually, or hybrid
(combination of in-person and virtual).
5. Offer and provide temporary and short-term parent peer support if
requested by parents or caregivers.
6. Offer and conduct support groups facilitated by trained parent peer
specialists if requested by parents or caregivers.
7. Work with DOH LAUNCH staff to identify training evaluation and
measures.
8. Collect data on quantity and quality of training, follow-up with trainees,
and overall effectiveness of the training.
9. Produce report with documentation of findings that include concerns,
challenges, and successes of these activities with recommendations
for future training.

C. Period of Performance
The period of performance is from April 15, 2026, to September 29, 2026.
Reports and Evaluation Requirements:
The Awarded Contractor shall follow report due dates, in the format
provided by the DOH CSHNB:
1. Meet with DOH CSHNB and submit quarterly updates to document
activities and deliverables of this contract.
2. A final report is required no later than one month from the end of the
contract period, which shall include, at a minimum, documentation of
training and participants, summary of findings and evaluations, and
recommendations for next steps.
IV. Compensation and Payment
1. Submitting a Proposal
1. Submit a proposal to meet the project goals/requirements through a
scope of work to provide the requested services for the period April
15, 2026, through September 29, 2026.
2. The attached Cost and Timeline Proposal must be completed and
submitted as part of the Bidder's response to this solicitation.

2. Procedure for Invoicing
The awarded vendor shall submit one final invoice after the completion of
deliverables. The final invoice must be submitted no later than October 29,
2026. See Cost and Timeline Proposal.
3. Form of Payment
The awarded vendor shall be equipped to accept State purchase orders
as forms of payment.
4. Fee to Hawaii Information Consortium (HIC)

Please be advised that the awarded vendor will be responsible to pay
Tyler Hawaii a fee of 0.75% of the award, capped at $5,000. HIC will bill
the awarded vendor directly via e-mail, and the vendor can make payment
online or by sending a check via regular mail.
5. Hawaii Compliance Express
The awarded vendor must demonstrate proof of compliance for all awards
of $2,500 or greater. This includes a Certificate of Vendor Compliance
from Hawaii Compliance Express, which includes a Certificate of Good
Standing from the Department of Commerce and Consumer Affairs, a Tax
Clearance from the Department of Taxation, and Compliance with HRS
Chapters 383, Hawaii Employment Security Law (Unemployment
Insurance) 386, (Worker's Compensation law) 392 Temporary Disability
Insurance and 393 Prepaid Healthcare Act, from the Department of Labor
and Industrial Relations.
NOTE: The attached Cost and Timeline Proposal shall be completed and submitted as
part of the Bidder's response to this solicitation.
