Completed, original, hard copies of competitive sealed proposals will be received by the Office of the Purchasing Assistant, located at Attleboro City Hall, 77 Park Street, Attleboro, MA, 02703, until the time and date cited. Proposals must be in the actual possession of the Office of the Purchasing Assistant on or prior to the exact time and date indicated above. NO INCOMPLETE, FAXED, ELECTRONICALLY MAILED, OR LATE PROPOSALS WILL BE CONSIDERED.
All procurement activities conducted by the City of Attleboro are in conformance with the rules and regulations of Massachusetts General Laws, Chapter 30B. The law is available for review in the Purchasing Assistant’s Office at the above address. Questions regarding the RFP must be provided in writing, and only written responses may be relied upon. Copies of the RFP and supporting documents may be obtained at the Purchasing Assistant’s Office, at Attleboro City Hall, 77 Park Street, Attleboro, MA beginning April 3, 2026, between the hours of 8:00 a.m. and 4:30 p.m. (MWF), 8:00 a.m. and 6:00 p.m. on Tuesday, or Friday 8:00 a.m. and 12:00 p.m. noon. Pursuant to M.G.L. c. 30B, § 6, sealed proposals must be received, by mail or hand delivery, no later than May 6, 2026 at 12:00 p.m. noon, at the Purchasing Assistant’s Office at Attleboro City Hall, 77 Park Street, Attleboro, MA. A written register of all proposals received, which shall include the name of the proposer, will be available at 12:00 p.m. on the business day following the opening. If, at the time of the scheduled opening, the opening location is closed due to uncontrolled events, proposals will be opened at 12:00 p.m. on the next full day that the opening location is open. Proposals received after the specified time will not be considered and faxed or emailed bid proposals will not be accepted. Delivery of proposals will be at the expense of the proposer. Any and all damages that may occur due to packaging, shipping or untimely arrival will be the sole responsibility of the proposer. All proposals will be taken under consideration for award of contract at a later date. All proposals will remain in effect for a period of one hundred twenty (120) calendar days from the deadline for submission, or until this RFP is cancelled, whichever occurs first.
The City will make the award, if at all, to the proposer whose proposal is deemed by the City to be the most advantageous, taking into consideration the evaluation criteria stated in this RFP. The City reserves the right to waive any informalities in the proposals, and to reject or cancel, in whole or in part, any and all proposals if it is deemed to be in the best interests of the City to do so.

Technical Proposals (one (1) original and four (4) copies) and Cost Proposal (one (1) original) must be submitted separately. All Technical Proposals should be submitted in one sealed envelope/box; all copies of the Cost Proposals should be sealed in a second separate envelope/box. Each envelope/box must be marked with the name and address of proposer, date and hour of proposal opening, the name of the project, the contents ("Technical Proposal" or "Cost Proposal") and clearly labeled, "DO NOT OPEN - SEALED COST PROPOSAL”
