SECTION 1 INTRODUCTION
1.1 Intent
The Town of Derry, New Hampshire, through its Department of Public Works (DPW), is
soliciting Statements of Qualifications (SOQs) and Requests for Proposals (RFPs) from
qualified professional engineering firms to provide planning, design, permitting, bidding,
and construction-phase services for upcoming wastewater infrastructure projects.
The Town intends to use this qualifications-based solicitation to select one or more
engineering firms with demonstrated expertise in municipal wastewater systems. The
selected firm(s) may be engaged under contract to provide professional engineering
services for the following priority projects:
Route 28 (Ryan’s Hill) Sewer Main Extension Project:
This project will extend the Town’s municipal sewer system along Route 28
(Rockingham Road) from its current terminus at Berry Road southerly to the area
known as Ryan’s Hill. The work includes construction of approximately 3,525 feet of
15-inch gravity sewer and 2,000 feet of 6-inch force main sewer, as well as a new
sewer lift station.
The project is currently estimated at $7.1 million and will be funded through a
combination of NH DES State Revolving Fund (SRF), State Aid Grants (SAG), an EPA
Congressionally Directed Spending grant, and local appropriations. Design is
anticipated in 2026, with bidding targeted for late 2026 or early 2027.
Wastewater Treatment Plant (WWTP) Improvements Project:
This project consists of a comprehensive rehabilitation and upgrade of the Town’s
4.0 MGD Wastewater Treatment Facility located off Transfer Lane. Work includes
replacement of the Hypalon/HDPE liners in the three treatment lagoons;
replacement of the aeration systems in two of the lagoons; removal and off-site
disposal of approximately 1,200 dry tons of sludge; and restoration of Lagoon 3 to
service, including installation of new aeration diffusers. New bypass yard piping
may also be required to maintain plant operations and treatment capacity while
individual lagoons are taken offline during construction.
The estimated project cost is $15 million and will be funded through a combination
of NH DES State Revolving Fund (SRF), State Aid Grants (SAG), and local
appropriations. The Town has been approved for a $300,000 Clean Water SRF loan
to support reengineering efforts. Design engineering is anticipated in 20262027,
with bidding targeted for late 2027. The project will likely be delivered through
multiple construction contracts.
1.2 Background
The Town of Derry owns, operates, and maintains municipal wastewater collection and
treatment infrastructure serving residential, commercial, and industrial customers.
The system is comprised of over 3,100 sewer services connections and approximately 53
miles of gravity sewer, 8 wastewater pumping stations, 1 effluent booster pump station,
and 10 miles of force main.
The Town of Derry, NH owns and operates an aerated/facultative lagoon wastewater
treatment plant (WWTP) that was constructed in the 1980’s with a permitted capacity of
4.0 MGD. The facility consists of three lined lagoons each having approximate liquid
depths of 18 to 20-feet. Currently, the facility only operates on Lagoons 1 and 2. Lagoon 3
is offline but was drained, cleaned, and had its liner replaced in 2003. The WWTP also
consists of a headworks, influent pump station, blower building, and effluent pump
station. There is also a fourth unaerated polishing pond that acts as a large wet well for the
effluent pump station.
Continued growth, aging infrastructure, and evolving regulatory requirements necessitate
strategic investment in system upgrades, expansion, and capacity improvements. A
comprehensive Wastewater Master Plan was conducted in 2023 which identified the
system improvement needs.
1.3 Submission Information
This RFQ requires the submission of a SOQ in the form and manner set forth in this
solicitation. All submissions must be received by the DPW no later than 2:00 PM on
February 18, 2026.

The SOQs should be either GBC bound or placed in a three-ring binder. Two (2) hard copies
with one (1) thumb drive with electronic copy of the SOQ shall be submitted by placing
them in a suitably sized envelope or shipping box labeled with the words:

1.4 Questions and Requests for Clarification

SECTION 2 SCOPE OF SERVICES
2.1 General Scope
The Town of Derry is seeking experienced, full-service, professional consultants to provide
Professional Engineering services related to wastewater capital infrastructure projects.
Services may include, but are not limited to:
Engineering studies, evaluations, and alternatives analyses
Hydraulic and process modeling
Preparing preliminary and final design drawing packages including plans, profiles
and construction details adhering to all Town, State, and Federal standards and
specifications
Cost estimating and capital planning
Permitting and regulatory coordination (NHDES, EPA, etc.)
Preparation and review of bidding and contract documents
Construction administration and resident inspection
Funding assistance (CWSRF, State Aid Grants, and other programs)
Any other requirements necessary to facilitate and complete water or wastewater
capital infrastructure project as determined by the Town of Derry
2.2 Wastewater Engineering Services
The Town is seeking firms with demonstrated expertise in the following areas:
Wastewater collection system evaluation and design
Sewage conveyance engineering, including public sanitary sewer system planning
and lining projects
Pump station evaluation and design
Inflow and infiltration (I/I) evaluation and mitigation
Wastewater treatment process evaluation and design
NPDES permit compliance and regulatory coordination
Construction-phase engineering and inspection services
SECTION 3 REPRESENTATIVE PROJECT DESCRIPTIONS
3.1 Route 28 Sewer Main Extension Project
Background:
The Route 28 Sewer Main Extension Project is a priority wastewater infrastructure
improvement for the Town of Derry. The project will extend municipal sewer service along
Route 28 from Berry Road south to the top of Ryan’s Hill. The extension is intended to
address existing and projected wastewater capacity needs along this corridor, reduce
long-term operational and maintenance costs, and support planned economic
development and housing opportunities.
Anticipated Scope:
Design and permitting of approximately 3,525 linear feet of gravity sewer main
Design and permitting of approximately 2,000 linear feet of force sewer main
Evaluation, design, and permitting of a new sewer lift station
Hydraulic analysis and coordination with the existing wastewater collection system
Preparation of cost estimates and construction phasing recommendations
Coordination with NHDES and other regulatory agencies
Preparation of bidding and contract documents
Construction administration and inspection services
This project will provide additional wastewater collection capacity to serve future growth,
improve system efficiency, reduce long-term operating expenses, and create incentives for
economic development and expanded housing opportunities along the Route 28 corridor.
