VILLAGE OF NORTHBROOK
2027 WALTERS AVENUE SANITARY SEWER LINING
NOTICE IS HEREBY GIVEN by the Village of Northbrook that sealed bids will be received for the installation
of approximately 2680 linear feet of ten-inch sanitary sewer cure-in-place liner and 130 linear feet of fifteen-inch
sanitary sewer cure-in-place liner along Walters Avenue in the Village of Northbrook, Illinois.
Complete digital project bidding documents will be available online at www.questcdn.com on Tuesday, October
6, 2026 at 11:00 a.m., local time upon receipt of payment of a $22 non-refundable fee. Access to the project bid
package is obtained by inputting Quest project #10393509 on the website's Project Search page. Please contact

downloading, and working with this digital project information. Paper copies will not be provided by the Owner.
Said sealed Bids will be received until 11:00 a.m., local time, on Tuesday, October 20, 2026 at the office of
Kelly Hamill, Director of Public Works, 655 Huehl Road, Northbrook, IL 60062.
All bids shall be accompanied by a Bid Bond or Certified or Cashier's Check made payable to the Village of
Northbrook for not less than ten percent (10%) of the total bid amount. The successful bidder must furnish a
satisfactory Performance Bond and Labor and Material Payment Bond, each in the full amount of the Contract
Price.
All work under this contract shall comply with the Prevailing Wage Rate Act of the State of Illinois, 820 ILCS
130/1 et seq. and Employment of Illinois Works on Public Works Act (30 ILCS 570/). Bids may not be withdrawn
for a period of ninety (90) days after closing date without the consent of the Board of Trustees.
Any Bid submitted unsealed, unsigned, fax transmissions or received subsequent to the aforementioned date and
time, may be disqualified and returned to the bidder. All bids packages must be obtained directly through
QuestCDN's website by the bidder in order for the bidder's name to appear on the official plan holder list. Any
bid received from a bidder that is not on the official QuestCDN plan holder list will be returned unopened.
The Village of Northbrook reserves the right to reject any or all Bids and to waive any irregularities or
informalities in the bidding process or in any Bidder's Proposal and to award the contract in a manner best serving
the interest of the Village. The bidder's attention is called to the Village's policy of not allowing the procedure
of trailing lien waivers.
