SAFETY NET BRIDGE PROGRAM
The County of San Diego (County) is issuing this Request for Information (RFI) to seek input from all interested parties,
agencies, and stakeholders regarding a Safety Net Bridge Program.
Under new federal and State rules listed in the H.R.1 bill, San Diego County residents may experience gaps or reduced
CalFresh and/or Medi-Cal benefits, leading to decreased access to food, primary care, and prescription medications. Based
on an assessment of existing resources and extensive input, the County is exploring the option of contracting with
Community Health Centers (CHCs) to provide primary care medical services co-located with social services and access to
prescription medication to address anticipated gaps in services due to barriers created by shifts in federal policy. In addition,
the CHC would deliver primary care services through telehealth modalities, including video and telephone visits, to support
accessible and timely care and through Mobile Medical Units (MMUs), including routine and preventive care provided at
scheduled community locations, including community health fairs.
This RFI is issued solely for information and planning purposes it does not constitute a solicitation/Request for
Proposal/etc. or a promise to issue a solicitation in the future. This request for information does not commit the County to
contract for any supply or service whatsoever. Respondents are advised that the County will not pay for any information or
administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the
interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitations. It is the
responsibility of the potential respondents to monitor this request for additional information pertaining to this requirement.
The County reserves the right to use, without restriction, any information provided in response to this RFI. Please note that
all information provided in response to this RFI may be subject to disclosure under the California Public Records Act.

prior to June 12, 2026. Questions received after this deadline may not be answered. Formal County responses to
Questions will be in writing; oral explanations or responses to Questions will not be binding upon the County.

gathering only.

As applicable, please share your current experience and any future needs you’ve identified due to federal and State changes
with the H.R.1 bill.
1. What do you think is the most important factor for current Medi-Cal beneficiaries to maintain access to primary
care services (including prescription medications)? 6
2. In your experience, what parts of the local health care system will need expanded capacity to meet anticipated
needs? Examples may include primary medical care, prescription medication, food, mobile medical unit services
and linkages to social services
3. In your experience, what are the most effective ways to coordinate primary care medical services with access to
prescription medications, food, and linkages to social services? Please include considerations for unique service
delivery models (such as telehealth visits and Mobile Medical Unit (MMU) services).
4. In your experience, what are the key considerations when providing MMU services in diverse settings across San
Diego County?
5. What do you see as barriers to telehealth, including the coordination of prescription medication pick-up and linkages
to food and social services, and strategies to mitigate?
6. What are your thoughts on how food distribution could be paired with primary care services?
7. In your experience, what payment structure and support would be most helpful to decrease barriers for your patients
who experience a gap in Medi-Cal coverage?
8. In your experience, what data could you produce that would be the most helpful to evaluate a pilot for the Safety
Net Bridge Program, including both utilization (such as numbers of visits) and outcome (such as Emergency
Department visits avoided) data.
