SCOPE OF WORK
Provide services for the installation of new process equipment components being installed in the Fiber
Innovation Center Building.
The filtration house project will be comprised of the following:
The Gaston College FIC Filtration project is the installation of a whole room filtration unit. This unit will
take exhaust air from various parts of fabric manufacturing equipment and filter out potentially
hazardous fibers.
The installation of the whole room filtration unit consists of installing electrical and controls conductors.
The main electrical conductors originate from a Switchboard and energize a control panel. This control
panel energizes various pieces of equipment associated with, located in, and located around the
filtration unit. The controls conductors are what monitor and control the various pieces of equipment
allowing for as efficient and effective filtration as possible.

Should the bidder find discrepancies in, or omission from, the drawings or documents or should he be in doubt as to
their meaning, he shall at once notify the designer who will send written instructions in the form of addenda to all
bidders. Notification should be no later than seven (7) days prior to the date set for receipt of bids. Neither the owner
nor the designer will be responsible for any oral instructions.
Contractors are hereby notified that they must have proper license under the State laws governing their respective
trades and that North Carolina General Statute 87 will be observed in receiving and awarding contracts. General
Contractors must have general license classification for HVAC Contractors license.
No bid may be withdrawn after the opening of bids for a period of 30 days. The Owner reserves the right to reject
any or all bids and waive informalities. Bids shall be made only on the BID/ACEPTANCE form provided herein with
all blank spaces for bids properly filled in and all signatures properly executed.

Important Note: This is an absolute requirement. Vendor shall bear the risk for late submission due to
unintended or unanticipated delaywhether submitted electronically, delivered by hand, U.S. Postal
Service, courier or other delivery service. It is the Vendor’s sole responsibility to ensure its proposal has
been received as described in this RFP by the specified time and date of opening. The time and date of
receipt will be marked on each proposal when received. Any proposal received after the proposal
deadline will be rejected.

For proposals submitted via U.S. mail, please note that the U.S. Postal Service generally does
not deliver mail to a specified street address but to the College’s Mail Service Center. Vendors
are cautioned that proposals sent via U.S.Mail, including Express Mail, may not be delivered
by the Mail Service Center to the agency’s purchasing office on the due date in time to meet
the proposal deadline. All Vendors are urged to take the possibility of delay into account when
submitting a proposal by U.S. Postal Service, courier, or other delivery service.
Attempts to submit a proposal via facsimile (FAX) machine, telephone or email in response to this RFP
shall NOT be accepted.
a) Submit two (2) signed, original executed proposal responses to the address identified in
the table above.
b) Submit your proposal in a sealed package. Clearly mark each package with: (1) Vendor name; (2)
the RFP number; and (3) the due date. Address the package(s) for delivery as shown in the table
above. If Vendor is submitting more than one (1) proposal, each proposal shall be submitted in
separate sealed envelopes and marked accordingly. For delivery purposes, separate sealed
envelopes from a single Vendor may be included in the same outer package. Proposals are
subject to rejection unless submitted with the information above included on the outside of the
sealed proposal package.
The Following Information must be included with the proposal:
1. All applicable licensures with North Carolina.
2. Material List
3. Proposed construction schedule
4. Warranty on above work.
5. List of Public projects completed in the last 3 years.
6. List of 3 references for completed jobs with updated contact information.
7. Proposals to be in the form of a proposed contract signed by the bidder with signature line and
ready for Gaston College’s approval.
8. Include a copy of a COI and W-9 form
9. Proposals should include a lump sum price (with material & labor breakdown) for the base bid
work and separate pricing for each alternate listed.
Method of Award:
All qualified bids will be evaluated and award or awards will be based on the lowest responsive
bid meeting written specifications for the project.
While the intent is to award a Contact to a single Vendor for all line items, The State reserves
the right to make separate awards to different vendors for one or more line items, to not award

one or more line items or to cancel in its entirety without awarding a Contract, if it is considered
to be most advantageous to the State to do so.
Any Vendor with an E-Procurement Services account that is in arrears by 91 days or more at
the time of the bid opening may, at the State’s discretion be disqualified from further evaluation
or consideration.
The State reserves the right to waive any minor informality or technicality in bids received.
