Project Description: The Belfast Township Municipal Authority will receive sealed bids for “Needmore Village Waterline Upgrades Phase IV” via the PennBid Program (http://pennbid.bonfirehub.com) or one (1) original and one (1) copy, at their office located at 323 Martin Road, Needmore, PA 17238 until March 10, 2025 at 6:30pm, at which time and place, all bids will be publicly opened and read aloud.
The project consists of the following: Demolition, replacement, and water main upgrades to the existing water distribution system for the Needmore Village Water System. Items include earthwork, clearing & grubbing, directional horizontal drilling, waterline replacement, lateral connections, water valves, E&S BMPs and seeding & mulching.
A non-mandatory Pre-Bid Meeting will be held for prospective bidders at the Belfast Township Municipal Building, 323 Martin Road, Needmore, PA 17238 on February 28, 2025 at 1:00 pm.
Bidding Documents are available at no cost via the PennBid program or copies of the Contract Documents may be examined and obtained at the office of the Belfast Township Municipal Authority located at 323 Martin Road, Needmore, PA 17238. Bidding Documents may be obtained for a non-refundable fee of $150.00. Checks shall be made payable to CES Engineering LLC. Telephone inquiries regarding the Invitation to Bids may be made to the Engineer, CES Engineering, LLC at (814) 644-6621, (Sarah Keck); or via email at skeck@ces-engr.com. Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Ask a Question” feature in PennBid no later than five (5) days prior to the date of receipt of bids or by email or phone call to the Engineer, CES Engineering, LLC (Sarah Keck); at (814) 644-6621, or via email at skeck@ces-engr.com
A certified check or bank draft payable to the order of The Belfast Township Municipal Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
A Performance and Payment Bond in an amount equal to 100% of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder.
Compliance with Act 127 of 2012 requires all contractors and subcontractors to use e-Verify for verification of employment eligibility for all employees will be required. Verification form shall be provided to the Fulton County Commissioners as a precondition of being awarded a contract.
Fulton County is utilizing federal funds for this project and has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. In accordance with the Buy America, Build American Act, the County must also adhere to such requirements, the bidders/offerors must adhere to these requirements and submit the included certification.
Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The Municipal Authority, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project.
Bids may be held by the Municipal Authority for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Municipal Authority reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
