Request for Proposals (RFP) 2027-0700-0059 Alaska Department of Labor and Workforce Development, Alaska Vocational Technical Center (AVTEC) Campus Management System

PURPOSE: The Alaska Vocational Technical Center (AVTEC) is seeking proposals from qualified vendors to provide and implement a cloud-based Software-as-a-Service (SaaS) Student Information System (SIS). The selected contractor will replace AVTEC’s existing SIS and provide implementation, data migration, training, and ongoing support services to improve student lifecycle management, reporting, and operational efficiency.

PRIOR EXPERIENCE AND MINIMUM REQIUIREMENTS:

To be considered responsive and responsible, offerors must demonstrate that they meet the service requirements described in this solicitation. The proposal must clearly describe how each requirement is met and must include supporting documentation as specified in the Request for Proposals (RFP).

THE OFFEROR MUST HAVE:

• Demonstrate experience providing and implementing commercially available Software-as-a-Service (SaaS) Student Information Systems (SIS) for educational institutions or similar organizations.
• Provide a secure, cloud-based SIS solution capable of supporting AVTEC’s student lifecycle management needs, including admissions, enrollment, academic records, transcripts, financial aid, reporting, and student services.
• Demonstrate experience successfully implementing SIS solutions, including system configuration, data migration, testing, training, and ongoing technical support.
• Complete implementation activities, including project planning, system configuration, data migration from AVTEC’s existing Anthology SIS, testing, documentation, training, and transition to production use.
• Provide a solution that supports AVTEC’s unique workforce training environment, including Apprenticeship, Maritime, Short-Term Courses, and Long-Term Courses.
• Provide appropriate security controls and protect confidential student information, including personally identifiable information (PII) and educational records.
• Provide ongoing software maintenance, technical support, and system updates throughout the contract term.
• Successfully implement and deploy the SIS solution to be fully operational by July 1, 2027.

RESPONSIBILITY REQUIREMENTS:

To be considered responsible, the bidder must provide:

• The offeror must have a minimum of five (5) years of experience providing commercially available SaaS Student Information System (SIS) solutions and demonstrate the capability to support an institution of comparable size and operational needs.
• The offeror must have successfully implemented SIS solutions for at least three (3) educational institutions within the past five (5) years and provide relevant project experience and references.
• The offeror must demonstrate experience providing SIS implementation and support services, including data migration from an existing SIS, user training, and ongoing technical support.

Failure to meet these minimum requirements or to provide required supporting      documentation will result in the proposal being deemed non-responsive or the bidder being deemed non-responsible, and the offer will be rejected.
