West Cliff Dr Path Realignment

The project includes improvements at two sites to enhance pedestrian access, drainage, site amenities, and overall safety. At Site 1, the proposed improvements include demolition and repaving of a portion of the existing path, removal of deteriorated path segments, construction of a wood split rail fence with gate, and installation of decomposed granite rest areas with benches and memorials. Drainage improvements include construction of a swale and connection of a new catch basin to the existing storm drain system. Additional improvements include installation of a hose bib and box, vegetation restoration with a rock swash, and associated grading. At Site 2, improvements include removal of the existing parking area and a portion of the existing asphalt pathway, repurposing of an existing storm drain catch basin, and construction of a new asphalt-paved path. A decomposed granite rest area with a park bench and trash receptacle will also be installed, along with a new swale, associated grading, vegetation restoration, and other related improvements necessary to complete the project.

Site 1:

The coastal bluffs and cliffs are subject to constant change and potential public endangerment caused by erosion from wave action and overtopping. During significant wave events, waves overtop the cliff, creating a hazard for pedestrians and depositing substantial amounts of sediment on the multi-use path. The intended modifications to site 1 will eliminate the most affected portion of the pathway, close the area from public use and prevent sediment from inundating the remaining pathway, increasing public safety and reducing maintenance.

Site 2:

Erosion has caused the top of the cliff to recede to within a few feet of the current pathway, creating a significant threat to public safety. The proposed project will remove the affected portion of the path, remove a parking area and construct a new segment of path and a rest area that is at least 20 feet from the top of the cliff. This site includes the construction of approximately 290 feet of new pathway that will provide the public with safe access along the coastline. The pathway will no longer be subject to the immediate hazards caused by the eroding cliff.
