Gwinnett County is soliciting competitive informal written Quotes from qualified service providers for

the Purchase of Medical Oxygen and Carbon Dioxide on an Annual Contract with four (4) one-year

options to renew for the Department of Fire and Emergency Services.

Quotes should be typed or submitted in ink and returned to the Attention of Diana Turner, Purchasing

Associate II. Quotes should be received by 3:00 P.M. September 18, 2026 by email at

Diana.Turner@GwinnettCounty.com or sent to the Gwinnett County Financial Services - Purchasing

Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046.

the vendor when submitted.

Successful service providers will be required to meet insurance requirements. The Insurance

Company should be authorized to do business in Georgia by the Georgia Insurance Department and

must have an A.M. Best rating of A-7 or higher.

Gwinnett County does not discriminate on the basis of disability in the admission or access to its

The written quote documents supersede any verbal or written prior communications between the

parties.

Award will be made to the service provider submitting the lowest responsive and responsible quote.

Gwinnett County reserves the right to reject any or all quotes to waive technicalities, and to make an

award deemed in its best interest. Quotes may be split or awarded in entirety. Gwinnett County

reserves the option to negotiate terms, conditions and pricing with the lowest responsive,

responsible service provider(s) at its discretion.

A. SCOPE AND REQUIREMENTS

Gwinnett County (the County) is soliciting competitive quotes from qualified service providers for the

Purchase of Medical Oxygen and Carbon Dioxide on an Annual Contract with four (4) additional one-

year options to renew for the Department of Fire and Emergency Services (GCFES). The Contract

shall provide a source including but not limited to medical oxygen, carbon dioxide and equipment.

1. The service provider agrees to comply with all applicable laws. At the service provider’s expense,

during the term of this agreement, the provider will maintain all licenses, permits, approvals,

authorizations, registrations, and certifications, if any, required by applicable laws in connection with

the performance of its obligations.

2. The service provider must be a producer of medical gases.

3. The service provider must be registered with the FDA and comply with the CGMP (Current Good

Manufacturing Practice- Compressed Medical Gases) regulations and guidelines for

pharmaceuticals. Must be able to provide FDA inspection report for distribution certification.

4. The service provider must comply with Compressed Gas Association (CGA) Standards and

regulations.

5. The service provider shall have experience over the last five years as a medical gas manufacturer

and supplier to government institutions/large private hospitals of comparable size and projected

volume.

6. The service provider shall have adequate and efficient transport for supplying of medical gases.

Failure or delay in supply of life saving medical gases shall result in financial penalty and any other

levies as outlined in General Instructions to Vendors included in this solicitation.

7. An account representative shall be assigned to the County’s account as a direct contact for account

management.

8. The service provider shall have fill location within 100 miles of the Gwinnett County Fire Department

Central Warehouse at 450 Hosea RD Lawrenceville GA 30046.

9. The service provider shall provide the name and contact information of a representative who will be

available 24 hours a day, 7 days a week, in the event of an emergency.

B. GAS AND CYLINDER/CONTAINER SPECIFICATIONS

1. All containers shall comply with all applicable laws, rules, and regulations, including but not limited to

those set forth by the Compressed Gas Association and the US Department of Transportation.

2. All cylinders must be in compliance with current hydrostatic testing requirements.

3. Grab and Go Cylinders will not be accepted.

4. All cylinders must fit existing Flotec InGage regulators or approved equivalent which have industrial

standard fittings.

5. Cylinders must have steel stem valve.

6. D cylinders shall be aluminum.

7. M cylinders must fit in the County’s apparatus O2 compartments to allow the regulator to connect

with the bracket at a height of 42”. Overall cylinder height should be 42” from bottom of tank to

bottom of filler neck.

8. The County reserves the right to request sample cylinders to confirm proper sizing and regulator

fittings. Samples should be provided upon request within five (5) business days. Each sample is to be

labeled with the service provider’s name, item number as indicated on the quote schedule, and PA

number. Failure to provide samples by the required deadline may result in the quote being deemed

non-responsive. It will be the responsibility of the service provider to incur all costs associated with

providing samples. After evaluation, samples will be returned to the service provider at the service

provider’s request and expense.

9. The service provider agrees to comply with National Fire Protection Association (NFPA) Codes and

Standards Conformance to all federal, state, and local regulations, including licensing, that are

applicable and may not be listed are the responsibility of the awarded service provider.

10. All medical gases supplied in this contract shall be medical grade gases and these gases must be

manufactured at an FDA registered facility. All medical gases must meet United States Pharmacopeia

(USP) and National Fire Protection Association (NFPA) regulations.

11. All compressed gas cylinders used for the packaging of gases shall be manufactured under

regulations of the U.S. Department of Transportation and no gas shall be filled into a cylinder that is

not properly marked to indicate that it complies with these specifications. All cylinders shall contain a

positive type safety disc to meet requirements of the Department of Transportation and the Bureau of

Explosives.

12. All gases shall be tested by the service provider in accordance with FDA requirements. The service

provider shall provide test results to the County upon request within two business days.

13. The purity of medical gases must equal or exceed U.S. Pharmacopeia (USP) specifications.

14. All cylinders shall be properly purged of gases and impurities prior to filling.

15. The County will not pay more than the service provider pays for replacement/lost cylinders. In the

event the lost cylinder is found after the County has paid the service provider for it, the County will

return the cylinder to the service provider and the service provider will fully reimburse the County.

C. Rental

The County will rent a specified number of tanks that will be used throughout the County on various

apparatus as well as a number to be stored at identified delivery points for cylinder swaps. The County

reserves the right to add or remove cylinders as needed.

D. Delivery

1. The successful service provider must be able to provide the initial required number of tanks for all

County apparatus and fill stations within 15 business days after award.

2. The successful service provider must be able to refill the maximum number of cylinders at each

location on scheduled delivery date. The County will notify the service provider if additional cylinders

are needed by 4pm the business day prior to the scheduled delivery date.

3. The successful service provider will swap empty cylinders with refilled cylinders at storage locations

on the identified days listed below. The number of cylinders picked up must match the number of

cylinders delivered. The Quantity of Cylinders listed below is the required number of full cylinders to

be brought to the fill station. Each fill station shall have the identified number of full tanks at

completion of delivery. The County reserves the right to adjust cylinder quantities as needed.

E. Delivery Locations and Delivery Schedule

1. The County reserves the right to add, remove or change locations and delivery dates as needed.

2. The successful service provider delivery personnel shall have proof of delivery (POD) signed by

GCFES employee prior to leaving product. If GCFES personnel are unavailable, delivery personnel

must note on the POD “no one available” with date and time of delivery and place the POD inside the

locked cabinet. The name of the driver and the County employee must be legible on the POD.

3. The successful service provider will be provided a key to access the oxygen storage sheds at each

location.

4. The County storage sheds will have cylinder areas clearly identified as “FULL” and “EMPTY.” The

successful service provider shall remove empty tanks from the designated “EMPTY” area and place

the same number full cylinders in the designated “FULL” area. Cylinders shall only be swapped on a

one for one basis.

5. The successful service provider shall provide emergency same day or 24-hour delivery in the event

of an emergency, when requested by the County. The service provider shall provide the name and

contact information of a representative who will be available 24 hours a day, 7 days a week, in the

event of an emergency.

6. The successful service provider shall have a local plant accessible to the County for emergency

refills if required.

F. Account and Invoicing

1. All cylinders rented by the County shall be billed under one account.

2. Product shall be billed by delivery location per delivery referencing POD ticket.

3. Product invoice shall clearly identify the number of cylinders refilled, product description, rate, and

any other approved applicable fees, per each delivery location.

4. The successful service provider should provide the County with online access to account information.

G. Pricing

1. Pricing for gases should include all costs for contents, delivery, and return of empty cylinders,

fuel, surcharges, and any other industry fees.

2. Cylinder and tank rental are separate line items.
