You are invited to submit a bid to supply the Huntsville Utilities Gas Department with gas
meters per the enclosed Gas Meter Specifications. The items to be quoted are listed on
Invitation for Bid No. 26-064 Package Contents. Period of support for contract is to be for three
years, with the beginning day of contract award to be September 18, 2026.
An overview of the requirements and instructions for this action are enclosed.
You are requested to submit your proposal for individual unit pricing on the actual Proposal
Form, per the instructions. You may provide alternate information. Huntsville Utilities Gas
Department reserves the exclusive right to determine equivalency and equality in all
evaluations and decisions. Huntsville Utilities reserves the right to award this contract on a
lot basis.
The Terms and Conditions should be reviewed, completed, and signed as an integral part of
your proposal.
Quote terms, availability, firm price, and FOB Huntsville, Alabama at Huntsville Utilities
receiving points. We reserve the right to consider alternative pricing proposals.
Please mark your envelope with the bid opening information in the lower left corner and
include the bid number, opening date, and designated person. If you use a window envelope,

Signed, dated, and sealed proposals will be accepted until 10:00 am on September 18, 2026.

HUNTSVILLE UTILITIES
SPECIFICATION
250 CLASS GAS METERS
Gas meters, minimum capacity 250 cubic feet per hour with 1/2" W.C. differential capacity with
.60 specific gravity gas.
PRESSURE TEST: Manufacturer to shell test each meter to at least 10 psig and so certify at time
of delivery.
CASE: One-piece aluminum alloy construction, including the front, back, and top.
TOPS: Aluminum with steel spuds; spuds to be 1A Sprague. Meter top shall include a re-sealable
access port, inspection plate, for adjustment of internal tangent assembly.
EXTERIOR SCREWS: Plated or equivalent. Meters to be equipped with wireless security seals.
DIAPHRAGMS: Fabric supported synthetic. Supporting a convoluted diaphragm design.
INDEX: Brass or Delrin gearing, Direct Read Index (Odometer Style) 4 digits X 100 or Circle
Read Index (Clock Style), with two test hands, with either 1/4 and 1 cubic foot or 12 and 2 cubic
foot.
REVOLUTIONS: Meters will not exceed 9 revolutions per standard cubic foot of gas measured.
INDEX BOX: Molded Lexan or equivalent with ultraviolet stabilizer with security seals installed.
BADGES: Property, manufacturers and identification badges to be made of 20-gauge Aluminum,
B&S brass or equivalent, ID plates to include year of manufacture, meter identification number,
rated capacity. Temperature Compensation, Red.
PROOF: Meters to be set for an open and check proof at 100% plus or minimum 1/2 of 1%.
PAINT: Meters to be painted with flint enamel gray paint. All paints used on dials, nameplates,
etc., shall be permanent and fade-proof under normal operating conditions. All dials and
nameplates shall be treated against corrosion where needed. (Exceptions: Unless stated at the
time of bidding, it is understood that no exceptions are taken and that the meters furnished shall
comply fully with these specifications). Bar code information is on attached sheets.
AUTOMATED METER READING EQUIPMENT: Meters must be compatible with both Landis
& Gyr and Sensus AMR/AMI endpoint devices.
WARRANTY: Manufacturer shall provide current applicable documented protection against a)
15-year warranty against workmanship defects. b) Assurance that at least 80% of meters will
maintain consistent proof results for the duration of warranty (15 yrs).

SHIP: To be shipped on pallets with 100 meters or less per pallet.
NOTE: Above meters to be consecutively, number as specified
by Huntsville Utilities Gas Meter Shop at time of purchase.
Bidder shall include with his quotation complete specifications and description of the meters he
proposed to furnish and shall specifically list any exceptions to Huntsville Utilities specifications.
NAMEPLATES
1. All meters shall have a bar code meeting ANSI standard, located on Utility number plate.
The Barcode shall contain a five-character Type & Size code, followed by the same/previous six-
digit meter number format assigned by the Utility.
2. Printed on one line the letters of the Division's initials (HU) a minimum of 3/32" high in
black.
3. Printed on one line the manufacturer's serial number sized a minimum of 3/16" high in
black.
4. The manufacturer's serial number shall be in numerical sequence for each order.

PRINTED LIST
1. The vendor shall furnish two copies of the list of meters for each shipment at or prior to
delivery. In addition, an electronic copy shall be e-mailed to GasMeterShop@hsvutil.org
2. The list of meters shall be printed on 8-1/2" x 11" sheets.
3. Each page of the list of meters for each shipment shall be headed with the following
printed information:
1. Huntsville Utilities Gas Meter Shop (vendor ID)
2. Huntsville Utility's purchase order number
3. Shipment number
4. Quantity of meters shipped
5. Month and year of shipment
6. Meter capacity CCF/hr
4. The listing of meters for each shipment shall be in sequential order sorted by shipment
number and pallet number.
5. In addition to the electronic copy of the meter proof file, the vendor shall provide an excel
csv file in the format provided by Huntsville Utilities.
