Sealed bids will be received by the Iowa Department of Agriculture & Land Stewardship, Division of Soil Conservation and
Water Quality (Division), via the Iowa Management of Procurement and Contracts System (IMPACS), until 3:00 PM local
time, Tuesday, 10/27/2026. The bid opening, open to the public, will be held through IMPACS at 3:00 PM local time, on
Tuesday, 10/27/2026, when bids will be read aloud. Interested parties may call in to hear the bid opening using the Microsoft
Teams call-in number: +1 469-998-7627 code 910454647#. Bids must be submitted on the appropriate bid forms provided
and shall include a bid bond in the amount of ten percent (10%). Bidders must also be registered with the Iowa Department of
Inspections, Appeals & Licensing.
This project is for a traditional breakpoint nutrient reduction wetland. In general, the work involves, but is not limited to,
selective clearing, excavation, grading, steel sheetpile installation, tile installation, water control structure, riprap, concrete
grout and seeding. This project includes about 15,204 cubic yards of earthwork, installation of 2,523 square feet of steel
sheetpile, water control structure, 540 linear feet (LF) of HDPE tile installation, 957 LF of reinforced concrete pipe (RCP),
303 tons of riprap, 46 cubic yards of concrete grout and 15.2 acres of seeding. The estimated construction cost range for this
project is $450,000 to $550,000.
Construction will commence within 7 days of the preconstruction meeting, unless otherwise mutually agreed upon.
Construction deadline: 11/15/2027
Seeding deadline-buffer: 12/15/2027 (Must be completed within the buffer seeding period.)
Seeding deadline-structure: 12/15/2027 (Must be completed within the structure seeding period.)
Due to the lack of in-person attendance at recent pre-bid meetings, a virtual attendance option is being added.
If you plan to attend the pre-bid meeting in person, you MUST email Tracy.Blocker@Iowaagriculture.gov by 3:00
PM the day prior to the pre-bid meeting to confirm your in-person attendance.
If no one has indicated that they will attend in person by the deadline, the pre-bid meeting will be held virtually only. No in-
person meeting will be held in that circumstance.
Attendance at the pre-bid conference by prospective bidders is not mandatory but is encouraged.

reference, and the proposed contract shall be executed in compliance therewith. Copies of the Contract Documents, including
Plans, Construction Specifications, and Bid Package, are available through the website link:

In order to be included on the plan holders list, which is required to receive meeting minutes, addenda, and an updated plan
holders list, interested parties must make a written email request to Tracy Blocker, Division, at
Tracy.Blocker@Iowaagriculture.gov, or make a verbal request to the Division by telephone at 515-344-6279. Bidders who
attend and sign in to the pre-bid conference will be added to the plan holders list.
A printed copy of the Plans and Construction Specifications can be viewed by appointment by contacting Tracy Blocker,
Division, at Tracy.Blocker@iowaagriculture.gov or 515-344-6279. Printed copies of the Specifications and Plans will be
provided to the successful bidder.
The successful bidder shall be required to furnish a Performance/Payment Bond in an amount equal to one hundred percent
(100%) of the contract price.
Questions concerning the Plans and Construction Specifications should be submitted in writing and addressed to Brandon
Short, P.E., Bolton & Menk, brandon.short@bolton-menk.com, with a copy to Tracy Blocker, Division, at
Tracy.Blocker@iowaagriculture.gov.

To be considered for inclusion in a final addendum, written questions must be received by 3:00 PM on Wednesday, October
14, 2060.
The Division reserves the right to reject any or all proposals and to waive technicalities and irregularities.
