BQM-177A FY25 BLOCK 1A UPGRADE

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, Maryland, awarded a sole source, Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement N00019-22-G-0004 with Kratos Unmanned Aerial Systems, Inc. (KUAS), Sacramento, CA. The delivery order is for the procurement of non-recurring engineering (NRE) and deliverables to incorporate and develop engineering changes associated with the BQM-177A air vehicle under a block change approach (Block 1A).

This acquisition was pursued on a sole-source basis under statutory authority of Title 10 U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements per Class Justification & Approval (CJ&A) 21-0072 - redacted version attached to this announcement. KUAS is the sole designer, developer and manufacturer of the BQM-177A Subsonic Aerial Target system. KUAS is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the BQM-177A Subsonic Aerial Target system.
