    The following Questions and Answers are provided in response to inquiries received regarding
    Pueblo County Request for Proposal No. 26-20, Aspen Acres Fire Debris Monitoring and
    Program Support Services. These responses are intended to clarify the solicitation and should be
    read in conjunction with the Request for Proposal and any subsequently issued addenda.
    1. Q: Is this a term contract subject to renewal? If so, what is the initial contract term, and what
    is the maximum number of renewal or option periods?
    A: This solicitation is for project-specific debris monitoring and program support services
    associated with the Aspen Acres Fire Private Property Debris Removal Program. The resulting
    contract will remain in effect for the period necessary to complete authorized monitoring
    activities, final reconciliation, records transfer, and required project closeout support. Following
    completion of the Aspen Acres Fire work, the parties may, by mutual written agreement, renew
    or extend the contract as a zero-dollar standby agreement for future disaster-related needs. Any
    such standby period shall not exceed a total of five years and shall not guarantee any minimum
    amount of work, compensation, or future task assignment.
    2. Q: Has any current contract for these services completed its full contract term?
    A: No. Pueblo County does not currently have an incumbent contract for the debris monitoring
    and program support services contemplated under this solicitation. RFP No. 26-20 is being
    issued specifically to obtain these services for the Aspen Acres Fire Private Property Debris
    Removal Program.
    3. Q: Have all available options to extend any current contract been exercised?
    A: Not applicable. Pueblo County does not currently have an incumbent contract for the debris
    monitoring and program support services contemplated under this solicitation, and therefore
    there are no existing renewal or extension options to exercise.
    4. Q: Is there an incumbent contractor for these services? If so, please identify the incumbent and
    state how long the incumbent has provided the requested services.
    A: No. Pueblo County does not currently have an incumbent contractor providing the debris
    monitoring and program support services contemplated under RFP No. 26-20.

    5. Q: Is the resulting contract intended to provide ongoing or standby debris-monitoring services,
    or will it apply only to work associated with the Aspen Acres Fire?
    A: The initial contract is specifically intended to support the Aspen Acres Fire Private Property
    Debris Removal Program. Following completion of the Aspen Acres Fire work, the parties may,
    by mutual written agreement, renew or extend the contract as a zero-dollar standby agreement
    for future disaster-related needs, consistent with the response to Question 1. Any future
    activation or assignment of work would require separate written authorization from Pueblo
    County and would be subject to available funding and all applicable procurement requirements.
    6. Q: What is the required onsite response or mobilization time following notice to proceed or
    assignment of work?
    A: The RFP does not establish a specific number of hours for onsite mobilization. Because this is
    an emergency and time-sensitive disaster recovery procurement, the selected firm will be
    expected to mobilize promptly upon written Notice to Proceed or other written authorization
    from Pueblo County. Monitoring resources must be fully in place and operational before, and
    throughout, the commencement of debris removal and hauling activities under RFP No. 26-21 so
    that required documentation, compliance verification, load tracking, and related monitoring
    functions are available without delaying field operations. Proposers should identify their
    anticipated mobilization time, staffing approach, and ability to coordinate mobilization with the
    debris removal contractor in their proposal.
    7. Q: What is the maximum number of hours following notice to proceed or assignment of work
    before the contractor must commence services?
    A: The County has not established a fixed maximum number of hours between Notice to
    Proceed or assignment of work and commencement of services. The selected firm will be
    required to mobilize sufficiently in advance of debris removal operations so that all required
    monitoring functions are fully operational when debris removal and hauling activities begin. The
    monitoring firm shall coordinate its mobilization and staffing with Pueblo County and the debris
    removal contractor to ensure monitoring activities do not delay authorized field operations.
    8. Q: What is the approximate total size and geographic scope of the service area?
    A: The service area consists of properties participating in the Aspen Acres Fire Private Property
    Debris Removal Program within Pueblo County. The affected area generally includes the
    Beulah, Colorado City, Rye, and Red Creek Springs areas. Monitoring services will be required
    wherever authorized debris removal activities occur, including participating private properties,
    approved haul routes and disposal or recycling facilities, and any other project locations
    necessary to perform the monitoring and documentation requirements of the RFP. The exact
    number and location of participating parcels may change as eligibility and Right of Entry
    participation are finalized.
    9. Q: What is the approximate total mileage of public and private roads located within the
    anticipated service area?
    A: Pueblo County has not established a fixed roadway mileage for this project. The monitoring
    scope will follow authorized debris removal activities, participating parcels, approved haul

    routes, and disposal or recycling destinations as operations are developed. The affected service
    area generally includes the Beulah, Rye, Colorado City, and Red Creek Springs areas identified
    in the RFP. Because parcel participation, routing, and work assignments may change during the
    program, proposers should develop their staffing, travel, and operational assumptions based on
    the geographic service area identified in the RFP and their proposed approach.
    10. Q: Are any specific professional licenses, certifications, credentials, or minimum
    qualifications required for a proposer or its personnel to be eligible for contract award?
    A: The County has not established additional project-specific professional licenses or
    certifications beyond those identified in the RFP and those otherwise required by applicable
    federal, state, or local law for the services being performed. Proposers are responsible for
    providing personnel who are appropriately qualified, experienced, and, where applicable,
    licensed or certified for their assigned duties. This includes ensuring that any specialized
    environmental, hazardous materials, asbestos, safety, engineering, or other regulated work is
    performed or overseen by personnel who meet applicable legal and professional requirements.
    Proposers must also satisfy all applicable insurance, bonding, and other contractual requirements
    identified in the RFP.
    11. Q: What reports, records, updates, or other documentation will the contractor be required to
    provide regarding the progress and completion of work?
    A: The selected firm will be required to provide the reporting, documentation, reconciliation, and
    closeout materials identified in the RFP and any additional project records reasonably necessary
    to support County oversight, contractor payment review, regulatory compliance, federal
    reimbursement, audit, and project closeout. Two primary objectives of the monitoring and
    documentation process are: (1) demonstrating compliance with applicable environmental and
    public health requirements, including EPA and CDPHE requirements, and (2) developing and
    preserving sufficient documentation to support federal reimbursement, if awarded.
    At a minimum, proposers should anticipate maintaining complete and organized records of field
    monitoring activities, parcel status, load and disposal documentation, daily production
    information, photographs, compliance observations, invoice reconciliation, exceptions or
    deficiencies, and final project records. Reporting frequency and format may be refined by the
    County during project implementation based on operational needs.
    At completion of the project, the monitoring firm shall provide all project documentation to the
    Pueblo County Recovery & Resiliency Manager in a complete, organized, indexed, and digitized
    format suitable for County retention, audit, regulatory review, and federal reimbursement and
    closeout purposes.
    12. Q: Are there any existing or prior agreements that may supersede, limit, or otherwise affect
    the contract resulting from this solicitation?
    A: No superseding prior agreements have been identified by Pueblo County that would limit or
    take precedence over the contract resulting from this solicitation. The resulting contract will,
    however, remain subject to all applicable federal, state, and local laws, regulations, funding
    requirements, approvals, and conditions, including requirements associated with FEMA Public
    Assistance and Private Property Debris Removal, if federal reimbursement is approved.

    Any subsequent direction or requirements imposed by an applicable regulatory or funding
    agency will be incorporated into project operations as necessary.
    13. Q: Approximately how many cubic yards of debris were collected during the most recent
    comparable event?
    A: Pueblo County has not previously administered a disaster debris removal program of
    comparable size and complexity and therefore does not have a directly comparable historical
    debris quantity to provide. Proposers should base their assumptions on the project information
    contained in the RFP, available parcel and damage data, and their own experience with similar
    wildfire debris removal programs.
    14. Q: What estimated or actual amount was paid to the incumbent contractor or contractors
    following the most recent comparable event?
    A: Not applicable. Pueblo County does not have an incumbent contractor for these services and
    has not previously administered a disaster debris monitoring program of comparable size and
    complexity from which a directly comparable historical contract value can be provided.
    15. Q: Please confirm the proposal due date and time for this procurement.
    A: Proposals are due no later than 10:00 a.m. Mountain Time on August 19, 2026, according
    to the official Pueblo County clock.
    16. Q: Was there a previous solicitation for these or substantially similar services? If so, please
    provide its title, solicitation number, release date, and proposal due date.
    A: No. Pueblo County has not previously issued a solicitation for substantially similar debris
    monitoring and program support services associated with a disaster debris removal program of
    this size and complexity.
    17. Q: Please provide additional detail regarding the bid bond and performance bond
    requirements. Specifically, what bonding documentation must be submitted with the proposal,
    and what bonding requirements must be maintained or satisfied following contract award?
    A: Pueblo County is not requiring a bid bond, performance bond, or payment bond for the debris
    monitoring and program support services contemplated under this RFP. Proposers remain
    responsible for meeting all insurance requirements and for demonstrating the financial and
    organizational capacity necessary to perform the contract.
    18. Q: May proposers submit a pricing structure that differs from the pricing format requested by
    the County? If a pricing form is included in the RFP, may a proposer submit an alternate fee
    structure in addition to the required pricing? If no prescribed pricing form is provided, does the
    County have a preferred pricing format, or may proposers establish their own pricing categories?
    A: Proposers shall complete the Rate Schedule provided in the RFP so that proposals can be
    evaluated on a consistent and comparable basis. A proposer may include supplemental or
