Questions and Answers
August 2026
The following Questions and Answers are provided in response to inquiries received regarding
Pueblo County Request for Proposal No. 26-21, Aspen Acres Fire Private Property Debris
Removal, Hauling, Recycling, and Disposal Services. These responses are intended to clarify the
solicitation and should be read in conjunction with the Request for Proposal and any
subsequently issued addenda.
Where applicable, these responses have been coordinated with the roles, responsibilities,
documentation standards, and program-support functions contemplated under Pueblo County
RFP No. 26-20, Aspen Acres Fire Debris Monitoring and Program Support Services. The debris
removal contractor remains responsible for its own means and methods, employees,
subcontractors, safety, regulatory compliance, and satisfactory completion of authorized work.
The independent debris monitoring firm will provide verification, documentation, compliance
monitoring, quantity verification, invoice reconciliation, and related program support on behalf
of Pueblo County.
1. Q: Is this a term contract subject to renewal? If so, what is the initial contract term, and what
is the maximum number of renewal or option periods?
A: This solicitation is for project-specific private property debris removal, hauling, recycling,
disposal, site restoration, vehicle abatement, and related disaster recovery services associated
with the Aspen Acres Fire. The resulting contract will remain in effect for the period necessary
to complete authorized debris removal activities, corrective work, final documentation,
reconciliation, and required project closeout support.
Following completion of the Aspen Acres Fire work, the parties may, by mutual written
agreement, renew or extend the contract as a zero-dollar standby agreement for future disaster-
related debris removal needs. Any such standby period shall not exceed a total of five years and
shall not guarantee any minimum amount of work, compensation, parcel assignment, or future
task authorization. Any future activation would require separate written authorization from
Pueblo County and would remain subject to available funding and applicable procurement
requirements.
2. Q: Has any current contract for these services completed its full contract term?

A: No. Pueblo County does not currently have an incumbent contract for the private property
debris removal, hauling, recycling, disposal, site restoration, vehicle abatement, and related
disaster recovery services contemplated under this solicitation. RFP No. 26-21 is being issued
specifically to procure these services for the Aspen Acres Fire Private Property Debris Removal
Program.
3. Q: Have all available options to extend any current contract been exercised?
A: Not applicable. Pueblo County does not currently have an incumbent contract for the services
contemplated under this solicitation, and therefore there are no existing renewal or extension
options to exercise.
4. Q: Is there an incumbent contractor for these services? If so, please identify the incumbent and
state how long the incumbent has provided the requested services.
A: No. Pueblo County does not currently have an incumbent contractor providing the private
property debris removal, hauling, recycling, disposal, site restoration, vehicle abatement, and
related disaster recovery services contemplated under RFP No. 26-21.
5. Q: Is the resulting contract intended to provide ongoing or standby debris-removal services, or
will it apply only to work associated with the Aspen Acres Fire?
A: The initial contract is specifically intended to support the Aspen Acres Fire Private Property
Debris Removal Program. Following completion of the Aspen Acres Fire work, the parties may,
by mutual written agreement, renew or extend the contract as a zero-dollar standby agreement
for future disaster-related debris removal needs, consistent with the response to Question 1.
Any future activation, parcel assignment, or task authorization would require separate written
authorization from Pueblo County and would be subject to available funding, applicable
procurement requirements, and any funding or reimbursement conditions in effect at that time.
6. Q: What is the required onsite response or mobilization time following Notice to Proceed or
assignment of work?
A: The RFP does not establish a specific number of hours for onsite mobilization. Because this is
an emergency and time-sensitive disaster recovery procurement, the selected contractor will be
expected to mobilize promptly upon written Notice to Proceed or other written authorization
from Pueblo County.
Mobilization must be closely coordinated with Pueblo County and the debris monitoring firm
selected under RFP No. 26-20. Debris removal, hauling, or other field activities shall not
commence on an authorized parcel until required monitoring, documentation, Right of Entry
verification, and applicable environmental, utility, safety, and regulatory prerequisites are in
place.
Proposers should identify their anticipated mobilization time, staffing and equipment
deployment, number of crews that can be placed into service, and ability to scale operations as
additional parcels are released. The County expects the selected contractor to mobilize efficiently

without creating unnecessary standby costs and to coordinate its operational start with the
monitoring firm so both contractors are prepared to begin authorized work concurrently.
7. Q: What is the maximum number of hours following Notice to Proceed or assignment of work
before the contractor must commence services?
A: Pueblo County expects the selected contractor to begin mobilization immediately following
written Notice to Proceed or other written authorization. Initial project management personnel
should be available within approximately 24 hours, and initial field crews and required
monitoring coordination should be available within approximately 48 hours, unless another
schedule is approved by the County.
Actual commencement of debris removal on individual parcels will depend on parcel
authorization and readiness, including Right of Entry verification, coordination with the debris
monitoring firm, applicable utility and environmental prerequisites, and other required pre-work
activities.
The contractor shall not mobilize crews ahead of required monitoring or parcel authorization in a
manner that creates unnecessary standby or idle costs. Conversely, once a parcel or operational
area is released and required monitoring and pre-work requirements are in place, the contractor is
expected to commence authorized operations promptly and maintain sufficient staffing and
equipment to avoid unnecessary project delays.
8. Q: What is the approximate total size and geographic scope of the service area?
A: The service area consists of participating private properties affected by the Aspen Acres Fire
within Pueblo County, generally including the Beulah, Colorado City, Rye, and Red Creek
Springs areas.
As a general planning reference, more than 240 residential and commercial properties within
Pueblo County have been identified as destroyed. This number indicates potential project
scale only and does not mean that all identified properties will be eligible for, elect to participate
in, or ultimately receive work through the Private Property Debris Removal Program.
The exact number and location of participating parcels will depend on eligibility, property-owner
participation, Right of Entry documentation, regulatory approvals, and authorized work
sequencing.
9. Q: What is the approximate total mileage of public and private roads located within the
anticipated service area?
A: Pueblo County has not established a fixed roadway mileage for this project. The contractor’s
work will follow participating parcels, approved access and haul routes, staging locations, and
approved disposal or recycling facilities as operations are developed.
Because parcel participation, routing, work sequencing, and disposal destinations may change,
proposers should develop transportation, equipment, staffing, and cost assumptions based on the
geographic service area identified in the RFP and their own reasonable operational assumptions.

10. Q: Are any specific professional licenses, certifications, credentials, or minimum
qualifications required for a proposer or its personnel to be eligible for contract award?
A: Pueblo County has not established additional project-specific licenses or certifications beyond
those identified in the RFP and those otherwise required by applicable federal, State of Colorado,
or local law for the work being performed.
Proposers are responsible for providing personnel who are appropriately qualified, experienced,
licensed, or certified for their assigned duties. This includes, as applicable, commercial vehicle
operations, asbestos-related work, hazardous materials handling, environmental compliance,
demolition, equipment operation, traffic control, worker safety, and other regulated or
specialized activities.
Any work legally required to be performed or supervised by a licensed, certified, or otherwise
qualified person shall be performed accordingly.
11. Q: What reports, records, updates, or other documentation will the contractor be required to
provide regarding the progress and completion of work?
A: The selected contractor will be required to provide all operational, disposal, environmental,
safety, production, invoicing, and closeout documentation identified in the RFP and any
additional records reasonably necessary to support Pueblo County oversight, independent
monitoring, regulatory compliance, payment verification, potential federal reimbursement, audit,
and project closeout.
At a minimum, the contractor should anticipate maintaining complete and accurate records of
daily production, parcel activity, crew and equipment use, load information, disposal and
recycling tickets, waste profiles or manifests where applicable, photographs, environmental and
safety documentation, vehicle removal records, material quantities, deficiencies, and supporting
invoice documentation.
The contractor shall coordinate its documentation systems and daily reporting with Pueblo
County and the monitoring firm under RFP No. 26-20 so parcel records, load tracking, disposal
records, quantities, and invoices can be independently verified and reconciled.
12. Q: Are there any existing or prior agreements that may supersede, limit, or otherwise affect
the contract resulting from this solicitation?
A: No superseding prior agreements have been identified by Pueblo County that would limit or
take precedence over the contract resulting from this solicitation.
The resulting contract will remain subject to all applicable federal, state, and local laws,
regulations, funding conditions, approvals, and reimbursement requirements, including FEMA
Public Assistance and Private Property Debris Removal requirements if federal reimbursement is
approved.
13. Q: Approximately how many cubic yards of debris were generated or removed during the
most recent comparable event?
