PROPOSAL DUE DATE: 3:00 p.m. (EST), AUGUST 25, 2026

Firms are hereby notified that this addendum shall be made part of the above-named proposal and contract

documents. The following are issued to revise/clarify the proposal and contract documents, and these items shall

have the same force and effect as the original proposal and contract documents. Proposals to be submitted on the

above-specified date for Purchasing shall conform to the revisions and clarifications as listed herein.

ITEM #1 QUESTION/ANSWER

Q1: When a company submits a proposal as a subsidiary, it is permitted to reference the experience that the parent

company has. We kindly request your confirmation as to whether our interpretation is correct.

A1: No. The experience should be based on the submitting firm.

Q2: Assuming that the proposal is submitted by a subsidiary and considering that the parent company is an

international firm with subsidiaries in various countries and extensive global experience, we would like to inquire

whether the subsidiary may relate the parent company’s relevant experience in its response. We appreciate

your clarification on this matter.

A2: No. The experience should be based on the submitting firm.

Q3: Based on our understanding, the referenced projects may have been executed in any country, as long as they

are comparable in scope and size. In other words, it is not a requirement for the referenced experience to be

within the United States. We kindly request your confirmation as to whether our interpretation is correct.

A3: The references should be within the United States.

Q4: Based on our understanding and in accordance with standard bid processes in the United States, company

experience may be demonstrated through the qualifications and certifications of the personnel representing the

company. We would appreciate your confirmation as to whether this interpretation is accurate.

A4: Yes, but the personnel must be from the submitting firm.

Q5: We understand that it is possible to submit the proposal in partnership with subconsultants who would

complement the team for the execution of the project. We kindly request your confirmation as to whether this

interpretation is accurate.

A5: Please be advised that a “partnership” must be a legally established business entity.

Q6: We understand that a firm participating as a subconsultant could potentially be part of multiple proposals, as

long as these are led by different prime consultants. We kindly request your confirmation as to whether this

interpretation is accurate.

A6: Yes, that is correct.

This addendum is binding and is to be considered as if contained within the original proposal documents of RFP

No. 20260538. Firms are required to acknowledge receipt of this addendum on their proposal forms.
