services to submit a proposal for the Suisun City Transit Services and Maintenance Services.

DISCLOSURE
The master copy of each response to this RFF shall be retained for official files and will become a public record
after the award of a contract unless the qualifications or specific parts of the qualifications can be shown to be
exempt by law (Government Code section 6250 et seq.). Each Responding Firm may clearly label part of a
submittal as "CONFIDENTIAL" if the Responding Firm agrees to indemnify and defend the STA for honoring
such a designation. The failure to so label any information that is released by the STA shall constitute a complete
waiver of all claims for damages caused by any release of the information. If a public records request for labeled
information is received by the STA, the STA will notify the Responding Firm of the request and delay access to
the material until seven working days after notification to the Responding Firm. Within that time delay, it will be
the duty of the Responding Firm to act in protection of its labeled information. Failure to so act shall constitute a
complete waiver.
PROTEST AND APPEALS
Any actual or prospective bidder, offeror, or contractor who is aggrieved in connection with the Solicitations or
Notice of Intent to Award a contract may protest to the Executive Director. The protest shall be submitted in
writing to the Executive Director within seven (7) working days after such aggrieved person or company knows
or should have known of the facts giving rise thereto. All letters of protest shall clearly identify the reasons for
the protest. The protest also must state the law, rule, regulation, or policy upon which the protest is based. The
Executive Director shall issue a written decision within ten (10) working days after receipt of the protest. The
decision shall state the reason for the action taken and inform the protester that a request of further administrative
appeal of an adverse decision must be submitted in writing to the Clerk of the STA Board of Directors within
seven (7) working days after receipt of the decision by the Executive Director.

INTRODUCTION
The Solano Transportation Authority (STA) is seeking a contractor (Contractor) to provide transit services and
maintenance of transit service vehicles within the City of Suisun City and the surrounding area. In general, the
services to be provided are existing fixed route and General Public Dial-a-Ride, customer service, dispatch,
vehicle maintenance, and daily servicing. STA anticipates that the contract will commence on January 1, 2027,
continuing for four years, with two one-year options. This Request for Proposals (RFP) is for operations, certain
administrative functions, daily servicing, and revenue vehicle maintenance.
The City of Suisun City (City) is in Solano County, California, which is in the North Bay Area of the San
Francisco Bay Area (www.suisun.com). The City has contracted with the Solano Transportation Authority
(www.sta.ca.gov) to manage and operate the service.

All correspondence, communication, and/or contact regarding any aspect of this solicitation shall be
only with the Project Manager or his/her designated representative.
ADDENDA TO RFP
STA reserves the right to amend the RFP at any time. Any amendments to or interpretations of the RFP
shall be described in addenda.

INSTRUCTIONS TO CONTRACTOR
Sealed proposals for the provision of City of Suisun Transit Operation Services must be received as
specified and labelled as follows:

Proposals and subsequent offers shall be valid for a period of 90 days.
RFP REQUIREMENTS
A package shall be addressed to the Project Manager and must, at a minimum, contain the following, in the order
listed below.
1) Letter of transmittal
a. Identification of the offering firm(s), including name, address, and telephone number of each
firm.
b. Proposed working relationship among offering firms (e.g., prime/sub), if applicable.
c. Name, title, address, and telephone number of contact person during the period of proposal
evaluation.
d. A statement to the effect that the proposal shall remain valid for a period of not less than 60
days from the date of submittal: and
e. Signature of a person authorized to bind the offering firm to the terms of the proposal.

Proposals shall be submitted in 8-1/2" x 11" size. Offers should be typed, double-sided, and should not include
any unnecessarily elaborate or promotional material. Lengthy narratives are discouraged, and presentations
should be brief and concise.
PROPOSAL SUBMITTAL PACKAGING REQUIREMENTS
Proposals shall be submitted in two (2) separately sealed packages defined below. Each package shall be marked
as specified below and shall contain all the proposal documents for which the package is required to be marked.
The two packages can be delivered in one box. These same requirements shall apply to any Best and Final Offers
which may be requested.

TECHNICAL PROPOSAL
Contractor Qualifications Statement
This section of the proposal establishes the ability of the Contractor to provide the required services.
Management Plan
Provide a description of the understanding of the work to be performed, including but not limited to:
1) An action plan to achieve the start date.
2) A graph/chart showing the phases or timeline of implementation of work.
3) An organizational chart showing the level of staffing required to meet the requirements of the
proposal for start-up and ongoing operations.
4) Provide resumes for key personnel.
5) Descriptions of the key positions necessary and a description of the duties.
Operations Plan
The Contractor shall describe the strategy for implementing services, including procedures to ensure
service delivery, dispatch, road supervision, and emergency and incident procedures. The following
should be the minimum included in the Plan, along with other elements that Contractor deems
significant for meeting the service requirements and expectations of the RFP:
1) Describe the reporting structure and include an organizational chart.
2) Describe how dispatchers will schedule demand response rides and route deviation requests and
track data.
Safety Program
Provide a summary copy of Contractor's Safety Program. Safety Programs may include, but are not
limited to, customer relations, defensive driving, refresher training, safety meetings, and safety
incentives
Training Program
Provide a description of the training that will be provided to each operator and other personnel, as
applicable.
Vehicle Maintenance
The Contractor shall maintain all vehicles and sub-components. All parts, materials, tires, lubricants,
fluids, oils, and procedures used by Contractor on all Suisun vehicles. Equipment shall meet or exceed
Original Equipment Manufacturer (OEM) Specifications and Requirements. All parts installed by
Contractor on Suisun vehicles and equipment shall become property of Suisun City. The Contractor shall
adhere to the vehicle manufacturer's recommended maintenance programs.

Contractor shall ensure that staff are appropriately trained in any computer-based programs or
applications necessary to provide service, reporting, or other functions under the contract. Employees
must be conversant in technology adequate to utilize computer tablets and other components necessary
for micro transit-dispatched rides. STA uses the Routing Company's scheduling for dial-a-ride
scheduling and a mobile application named Pingo.
Start-Up Plan
The CONTRACTOR shall provide a plan of how all transition and start-up tasks shall be completed.
Job Classification and Wage Scales
Provide a list of positions needed to fulfill the requirements of this RFP and document the duties of each
position. List the anticipated salaries, wages, and benefits for each.

Pricing Schedule
In addition to the Total Annual Price Proposal form, Contractor shall submit a detailed Pricing Schedule,
showing a breakdown of all costs associated with the Total Annual Price Proposal form. Contractor shall
submit line-item costs that reconcile to the summary costing in the Total Annual Price Proposal. The
details in the budget line-item pricing shall include, but not be limited to:
