Introduction and Overview
The City of Antigo, Wisconsin (hereafter referred to as the "City"), invites sealed proposals
from qualified manufactures or authorized distributors to furnish and deliver on (1) heavy-
duty reversible snow plan and one (1) hydraulic snow wing attachment package.
The equipment provided under the RFP must be fully compatible with and specifically
engineered for installation on a City-owned Volvo L90F equipped with a standard hydraulic
quick coupler system.
Proposal Timeline

Submission Guidelines and Instructions
Proposals must be submitted in a sealed envelope clearly marked "RFP-Volvo L90 Plow &
Wing Attachment Package." Submissions must be delivered to:

Late Submissions: Proposals received after the designated deadline will not be opened or
considered.
Inquiries: All technical or administrative questions regarding this RFP must be submitted
via email to the Public Works Department.

Technical Specifications
The following specifications outline the minimum acceptable requirements. All proposals
must meet or exceed these criteria. Any deviations or alternate designs must be explicitly
noted in the submission.
Front 2-Way Snow Plow
Compatibility: Must mount directly to the Volvo L90F hydraulic quick coupler (Volvo/ISO
interface).
Width: Minimum cutting width of 11 feet at full angle; total moldboard length of
approximately 12 feet and height is 43 inches.
Moldboard Construction: High-tensile steel (minimum 10-guage) or heavy-duty steel,
designed for high-speed snow rolling (C curl).
Tripping Mechanism: 3 sectional cutting-edge trips with heavy-duty compression springs
to protect the loader and operator from subterranean obstructions.
Angling: Dual heavy-duty double-acting hydraulic cylinders providing a minimum of 35
degrees of articulation to both left and right.
Cutting edges: Heavy-duty carbide or high-wear steel cutting edges complete with
standard steel wrap-around curb guards.
Shoes/Castors: Adjustable, high-wear steel wear shoes.
Hydraulic Snow Wing (Side Wing)
Configuration: Front-mount postless wing configuration designed specifically to interface
cleanly with the chassis layout of a Volvo L90 loader without impeding visibility or tire
articulation.
Moldboard Length: Minimum 10-foot tapered or straight steel moldboard with 2 section
trip edge.
Controls: Full hydraulic control over elevation, heel depth, and toe height from within the
loader cab. Heel and toe control to raise wing.
Safety Trips: Mechanical cushion trip mechanisms built into the push pole framework to
safeguard against impact damage.
Valving & Hardware: All required structural frame brackets, hydraulic hoses, Stucci quick-
disconnect fittings, and multi-bank control valves optimized for the Volvo L90 hydraulic
capacity.
Paint and Coating
All steel components must be thoroughly blasted, primed, and finished with a high-
durability safety yellow or manufacturer-standard high-visibility powder coating resistant to
salt, moisture, and chemical corrosion.

Scope of Work and Delivery
Installation Support: The selected vendor must provide all required mounting brackets
and complete installation manuals. On-site installation technical oversight or factory
installation service is highly desirable.
Delivery Destination: The final completed package must be delivered F.O.B. Destination to
the City of Antigo Street Department.
Training: The vendor will provide a minimum of one (1) session of operational and
maintenance training to City fleet mechanics and operators upon equipment delivery.
General Municipal Terms and Conditions
GENERAL SPECIFICATIONS
The following specifications are intended to serve as general guidelines to obtain bids on
comparable equipment. It shall be the responsibility of the supplier to fully comply with
these minimum specifications. The Bid information shall itemize in detail all standard and
accessory equipment. The equipment shall be new and of the latest type and model, shall
be equal to or exceed the following specifications, and shall conform to all safety and
OSHA regulations. All parts not specifically mentioned which are necessary to provide a
complete operating piece of equipment shall be included in the bid and shall conform in
strength, quality of material, and workmanship to what is usually provided the trade in
general.
The supplier shall describe in detail those areas where the equipment does not comply
with these specifications. Any alternate equipment or material deviating from these
specifications shall also be described in detail. Failure to do so may disqualify the bid.
The City will not necessarily purchase the lowest priced equipment. The decision to
purchase will be based on price, performance, and maintenance history, availability of
parts and service, equipment warranty, evaluation of quality, past operating experience and
delivery date.
The City of Antigo reserves the right to reject any and all bids and to determine the choice
of equipment in the best interests of the City after considering those criteria mentioned in
the preceding paragraph.
INTENT
It is the intent of this specification to describe a Wheel Loader Plow and Wing Attachment
that could be utilized daily by a municipal government. This unit shall be of the
manufacturer's latest model except as modified herein. This equipment shall be furnished

and delivered new, complete and ready to use. All parts not specifically mentioned but
which are necessary for the complete unit shall be supplied and installed by the vendor,
even though such work or materials are not specifically outlined and shall conform in
strength, quality and/or material and workmanship to be the best practice known to the
industry.
TYPE OF SERVICE
The City of Antigo will use this Wheel Loader Plow and Wing attachment in the day to day
operations of Street Department maintenance.
WARRANTY AND RECALLS:
Warranty work or recalls must be fully explained to Shop Mechanic at delivery. Warranty
work or recall needing to be performed on site or shall be picked up by successful bidder at
the City of Antigo Street Department, and returned to the City of Antigo Street Department
by successful bidder when work is complete, at bidders cost or done in our facility.
DEVIATIONS TO SPECIFICATIONS:
If you have any deviation from the specifications listed, include them on the attached Bid
Proposal. Failure to fill out these columns may result in a rejection of your bid.
Proposal Evaluation Criteria
Proposals will be evaluated by the Department of Public Works based on the following
metrics:
1. Compliance with the required technical specifications.
2. Total net purchase price, including shipping and delivery.
3. Warranty scope (minimum 1-year comprehensive parts and labor required).
4. Lead time and guaranteed delivery date.
5. Proximity of authorized service centers and availability of replacement parts.
