CALL FOR BIDS
Sealed bids will be received by the Board of City Commissioners until 5:00 pm, May 4, 2026, for
“2026 Asphalt and Concrete Street Repair”. Bids will be opened and publicly read at City
Office, 423 6th St NE, Devils Lake, ND at 5:30 pm, May 4, 2026.
Copies of the plans and specifications are available in the office of the City Engineer, City
Offices, 423 6th St NE, PO Box 1048, Devils Lake, ND, 58301.
The Board of City Commissioners reserve the right to reject any or all bids, to waive
technicalities, or to award each section of the project individually, or in any combination thereof,
that is deemed in the best interest of the City.
Each bid must be labeled on the outside of the envelope with the following:
1. Name of the person/firm submitting bid.
2. Must be marked “2026 Asphalt and Concrete Street Repair”.
3. Bidder must include a two percent (2%) bid bond or certified check, and copy of current
contractor’s license with the proposal for consideration.

Asphalt and Concrete Street Repair Specifications
The City of Devils Lake shall assume and incur no general liability under this contract and the
Contractor will indemnify said City of Devils Lake in any events of any general liability on this
contract.
The Contractor shall indemnify and save harmless the City of Devils Lake from and against all
losses and all claims, demands, payments, suits, actions, recoveries and judgments of every
nature and description brought or recovered against him by reason of any omission or act of the
Contractor, his agents or employees, in the execution of the work and in the guarding of it.
The bid items for street opening repair and street repair shall be reflected in the bid sheet
attached. An increase or decrease from plan quantity will not be accepted as a reason to
negotiate any pay adjustments to the bid items. The unit price bid shall govern regardless of
quantities used.
Street opening repair shall be defined as any opening in the street that is the direct result of a
water break, sewer repair, water or sewer connection, or other utility work.
Street repair shall be defined as the repair of any defective street as directed by the City of
Devils Lake.
The construction specifications listed under Item III shall apply to both street opening repair and
street repair.
All work shall be performed according to the latest version of the ND Department of
Transportation Standard Specifications for Road and Bridge Construction (Standard
Specifications).
Item I - Scope of Work
The work covered by this Section shall consist of all costs necessary to produce, supply and
load for City pick up, Hot Mix Asphalt (HMA) at a location near the City of Devils Lake. HMA is
expected to be picked up in approximately 4-ton batches.
Materials:
A. HMA supplied shall conform to Section 430 of the Standard Specifications.
B. Asphalt cement used in HMA production shall be PG 58-28.
C. Contractor shall provide a mix design associated with asphalt to be supplied under this
contract.
Item II - Scope of Work
The price bid under this Section shall include producing, loading, hauling, laying and compacting
a HMA at locations designated by the City.
Materials:
A. HMA shall conform to the specifications under Item I.
B. Tack coat conforming to Section 401 of the specifications shall be incidental to this bid item.
Construction:
HMA shall be placed according to Section 430 of the Standard Specifications. Compaction shall
be according to Section 430.04 I.3 Ordinary Compaction.
Item III - Scope of Work
The work covered by this section shall include all labor and materials necessary to repair
asphalt street areas designated by the City. Work shall include sawing existing asphalt or
concrete as designated by the City, removing asphalt or concrete (if required), and excavating
material to the appropriate depth to install the required section for street repair. Once
excavation is complete, Contractor shall scarify and compact the subgrade and place R-1
reinforcement fabric. The appropriate depth of Class 5 gravel shall be placed and compacted.
Edges of existing asphalt and curb and gutter shall be tacked before HMA placement. HMA
shall be placed in lifts not to exceed 3”. Each asphalt layer shall cure overnight before
installation of the next course. All costs for such work shall be included in price bid for
ASPHALT STREET REPAIR 5” or 7”. All costs for installing concrete, reinforcement steel,
dowel bars and sealing joints shall be included in price bid for CONCRETE STREET REPAIR.
All street opening repairs shall be completed within two weeks of the date the City notifies
contractor of area to be repaired.
Materials:
A. HMA shall meet requirements of Item I.
B. Reinforcement Fabric shall conform to Section 858 of the Standard Specifications for R-1
reinforcement fabric.
C. All material used for Concrete street repair shall conform to Section 570 of the Standard
Specifications.
Construction:
Residential streets shall have
5” Hot Mix Asphalt
8” Class 5 aggregate base
R-1 Reinforcement Fabric
Scarify and compact 6” subgrade
Truck routes and major arterials shall have:
7” Hot Mix Asphalt
12” Class 5 aggregate base
R-1 Reinforcement Fabric
Scarify and compact 6” subgrade
Concrete Street Repair shall match existing street section.
A. Compaction of subgrade shall be according to Section 203.04 E 3 of the Standard
Specifications. Compaction shall be considered obtained when subgrade does not appear
soft or spongy under load of compaction equipment.
B. Fabric placement shall be according to Section 709 of Standard Specifications.
C. Gravel placement shall be according to Section 302 of Standard Specifications.
D. Asphalt placement shall be according to Section 430 of the Standard Specifications.
Some repair areas may already have reinforcement fabric placed and have been filled to the
adjacent asphalt surface with gravel. These repair areas will not require subgrade preparation,
reinforcement fabric and 8” or 12” gravel section to be provided or installed. Please indicate per
square yard deduct for areas not requiring subgrade preparation, reinforcement fabric and 8”
gravel section.
Mobilization:
The unit price bid for Mobilization shall include costs associated with preparatory work and
operators to get equipment, supplies and personnel to a street opening or street repair location.
Separate street opening or street repair locations located within 5 city blocks (1,500 feet) of
another repair location shall not be charged a separate mobilization.
Insurance
The contractor shall not commence work under this contract until he has obtained the insurance
required under this paragraph and filed with the City Auditor necessary insurance certificates
and such insurance has been approved by the Owner, nor shall the contractor permit any sub-
contractor to commence work on his sub-contract until the insurance required of the sub-
contractor has been obtained and approved.
A. Workmen’s Compensation and Employer’s Liability Insurance shall be secured and
maintained as required by the State of North Dakota.
B. Public Liability, Bodily Injury, and Property Damage: injury of one more persons and/or
property damage: $1,000,000 per accident.
C. Automobile and Truck Public Liability, Bodily Injury, and Property Damage: injury of one or
more persons and/or property damage: $1,000,000 per accident.
