RE: (RFP) 26-02 Professional Appraisal Services for the NRCS Emergency Watershed
Protection (EWP) Buyout Program
Please note the following, modifications, clarifications, additions and or responses to questions
to this RFP / bid:
1. Questions and Answers:
1. Can the County provide an estimated total number of parcels anticipated under the EWP Buyout
Program, as well as an expected monthly or phased volume of assignments?
Approximately 500 Total / 50-100 per month.
2. What are the required or preferred turnaround times for standard appraisal assignments, and are
there expectations for expedited or priority assignments?
3-4 week standard, yes could be potential for requested expedited requests.
3. Will assignments be distributed evenly among awarded firms, or based on capacity, performance,
or geographic considerations?
Will be determined based on responsive proposers. Intent is to award 1 primary firm.
4. Are there specific report formats required by the County or NRCS (e.g., URAR forms, narrative
formats), or is format left to the appraiser provided all requirements are met?
Those NRCS requirements were provided in the RFP.
5. Will initial contact be made by the County or the appraiser to the homeowner in regard to the
appraisal process?
County will inform property owners that Appraisal company will be contacting them to
schedule appointment.
6. Are review appraisers already engaged for this program, and will there be standardized review
protocols or feedback timelines?
No they are not and will probably be part of this RFP award, and yes there will be reviews
protocols and timelines for whomever is selected to conduct reviews.
7. In the event of reconsiderations of value, is there an established process or expected turnaround
time for revisions?
After a review yes there will be an expected turnaround time if necessary.
8. Are there specific requirements or expectations regarding documentation of retrospective (pre-
disaster) property condition when owner-provided information is limited?
None that I am aware of, but will need to comply with state and federal standards.
9. Will there be any pre-established fee schedule or negotiation process for appraisal assignments, or
should Offerors propose a standardized fee structure for all property types?
Standardized fee schedule or structure.
10. The RFP states that the valuation will be based on fair market value as of the date prior to the
disaster event. Can the County confirm the specific effective date to be used for all assignments?
June 1st, 2024
11. Will trainee appraisers be permitted to assist with appraisal assignments under the supervision of
a state-certified appraiser, in compliance with USPAP and state regulatory requirements?
Yes
12. Section III (Response Format and Organization) appears to be referenced as page 13 in the table of
contents; however, the content appears later in the document. Can the County confirm that no
pages are missing and clarify the correct location of this section?
Do not see the reference on Page 13, there are no missing pages and proposal need to
conform to Limitations and Section III on Pages 26 & 27.
13. The proposal forms appear to be required both at the beginning of the submission and within the
appendices. Can the County clarify which forms are to be included in each section?
The forms are referenced in the RFP, and then the specific forms are provided in the
appendices.
14. Does the stated page limit (35 pages) include appendices and required forms, or are those excluded
from the page count?
Yes
15. The RFP references a “Proposal Summary” that must summarize information provided elsewhere
in the proposal. Can the County clarify the specific content and level of detail expected in the
Proposal Summary to ensure Offerors include all required information and avoid omission of key
elements?
Please provide whatever information and summarization the proposers feels necessary
and appropriate.
Final Questions are due April 9, 2026, by 5:00 pm.
All other aspects of RFP 26-02 remain unchanged at this time. It is the responsibility of the
bidder to ensure all addenda have been received and acknowledged prior to submitting a bid. The
