Public Outreach and Stakeholder Engagement in Support of MPA’s Dredged Material Management Program

The Maryland Environmental Service (Service or MES) is issuing this Request for Proposals (RFP) to support the planning, identification, development of strategy, implementation and maintenance of stakeholder engagement and community outreach programs; development of communications tools to enhance existing programs and further information-sharing activities; and provide community outreach services and assistance to MES in support of the Maryland Port Administration’s (MPA) Dredged Material Management Program (DMMP) which includes dredged material containment facilities (DMCF), ecosystem restoration projects, and other projects throughout the Baltimore Harbor (Harbor) and the Chesapeake Bay.
NOTE: MES will only accept Electronic Bids on MES Procurement Portal ( https://menv.bonfirehub.com/ ).  Mailed, Emailed, Faxed, or Hand Delivered (paper) bids will not be accepted.  Requested Information on the MES Procurement Portal must be submitted on or before the bid due date, Submission option will not be available after the bid due date. Bidders may follow-up with the procurement department procurement@menv.com to determine if their Bids were received on time.

Conditioning a bid or proposal or any other MES solicitation or bidding document will deem your bid or proposal non-responsive and not be accepted COMAR 21.05.02.22.
