Notice is hereby given that proposals will be received for a 1.5 Petabyte Network Attached
Storage (NAS) Solution for the Jasper County Information Technology Department located at
252 Russell St., Ridgeland, SC 29936, by Jasper County, South Carolina, until Wednesday,
January 7, 2026, at 2:00 p.m. at which time all proposal submitters will be read aloud in the
Jasper County Council Chamber.

solicitations/.
The Proposal may also be submitted via mail or hand delivered in a sealed envelope to the
address below with “RFP #2025-18” written on the outside of the envelope. It must be
received no later than 2:00 p.m. on Wednesday, January 7, 2026. Proposers choosing to submit
a hard copy should submit an original and two copies. Any Proposal submitted or delivered
after the above time will NOT be accepted under any circumstances.

DESCRIPTION
Jasper County, South Carolina, seeks proposals for the supply, installation, and support of a 1.5
Petabyte Network Attached Storage (NAS) solution specifically designed for video recording
applications. Our organization requires a robust, high-performance storage solution to handle
large volumes of video data efficiently.

SCOPE OF WORK
Technical Specifications
• Storage Capacity: 1.5 Petabytes usable storage.
• Performance:
o High throughput for video streaming and recording (minimum throughput 10
Gbps.
o Support for multiple concurrent recording and playback sessions.
• File System Support:
o Optimized for video files (e.g., support for large file sizes).
• Redundancy:
o RAID support (either RAID 5,6 or RAID 10).
o Hot-swappable drives for minimal downtime.
• Scalability:
o Ability to expand storage capacity as video data needs grow.
• Protocols Supported:
o SMB/CIFS
o NFS
o FTP
o RTSP for video streaming.
• Data Protection:
o Snapshot capabilities for point-in-time recovery.
o Backup and restore solutions tailored for video content.
Security Requirements
• Access Control: Role-based access control (RBAC) specific to video access.
• Encryption: Data encryption at rest and in transit to protect sensitive video content.
• Compliance: Must comply with relevant data protection regulations (e.g., GDPR,
HIPAA).

Support and Maintenance
• Warranty: Minimum 5 years warranty with an option to extend up to 3 years for
hardware.
• Support Services: 24/7 technical support with options for on-site service.
PROPOSAL INSTRUCTIONS
Proposals should include:
• Executive Summary: Overview of the proposed NAS solution for video recording.
• Company Profile: Background and experience in providing video storage solutions.
• Technical Proposal: Detailed technical specifications and compliance with the
requirements.
• Pricing: Breakdown of costs including hardware, software, and ongoing support.
• References: At least three references from similar video recording projects. (Optional)
Proposals should be typed on company letterheads or on a document which provides the
Proposer’s name, address, phone number, and other pertinent contact information including the
Proposal number “RFP #2025-18.”
The successful Proposer will be required to furnish an Internal Revenue Form W-9, all
appropriate business licenses, and a certificate of insurance showing evidence of liability and
workers compensation coverage in the amounts listed below.
All Proposals will remain subject to acceptance for sixty (60) days after the day of the Proposal
reading. Jasper County (the Owner) reserves the right to cancel this solicitation, or all proposals
may be rejected, including without limitation, the right to reject any or all nonconforming, non-
responsive, unbalanced, or conditional proposals. The Owner also reserves the right to waive all
informalities not involving price, time, or changes in the Work and to negotiate contract terms with
the Successful Proposer.
INSURANCE REQUIREMENTS
1. Workers' Compensation - The vendor shall provide coverage for its employees with statutory
workers' compensation limits, and no less than $1,000,000.00 for Employers' Liability. Said
coverage shall include a waiver of subrogation in favor of the Owner and its agents, employees,
and officials.
2. Commercial General Liability - The vendor shall provide coverage for all operations
including, but not limited to Contractual, Products and Completed Operations, and Personal
Injury. The limits shall be no less than $1,000,000.00, per occurrence, with a $2,000,000.00
aggregate.

3. Business Automobile Liability - The vendor shall provide coverage for all owned, non-owned
and hired vehicles with limits of not less than $1,000,000.00, per occurrence, Combined Single
Limits (CSL) or its equivalent.
