Supply and Delivery of Precast Concrete Arches
For Central Street Bridge Replacement Project
Town of Manchester-By-The-Sea, MA
I. GENERAL INFORMATION AND BID SUBMISSION REQUIREMENTS
Notice is hereby given that sealed cost proposals are being sought by the Town of
Manchester-By-The-Sea, MA (“Town”) for the Supply and Delivery of Precast Concrete
Arches that are required for the Central Street Bridge Replacement Project for Bridge M-02-
001 (CDL) – Central Street over Sawmill Brook, Manchester-By-The-Sea, MA.
The project generally consists of design, fabrication, and delivery of approximately ten (10)
precast concrete arch segments to be utilized for the proposed bridge replacement project.
The bids shall be lump sum for the supply and delivery of the precast concrete arch
segments.
DOCUMENTS, INTENT, EXECUTION, CORRELATION
Sealed bids will be received by the Town of Manchester-by-the-Sea, MA until Monday,
December 8, 2025, at 2:00 P.M. local time, at which time the bids will be opened and
publicly read. No bid received after the date and time established herein for the opening of
the bids will be considered.
All bids must be made on the official Bid Form provided herein and enclosed in a sealed
envelope that is plainly marked “Town of Manchester-By-The-Sea: Supply and Delivery
of Precast Concrete Arches”. This is a lump sum bid as specified in the Bid Form.
All bids shall be submitted to:

Bids may be dropped off at the Town Hall at the address noted above. DPW staff will stamp
the delivery at the time the bid is received. Faxed or electronic bids will not be accepted.
Use US Mail, Special Delivery or Hand Delivery. The prospective bidder is responsible for
ensuring that mailed bids are received on time.
The contract will be awarded within thirty (30) days after the bid opening. The time for
award may be extended for up to forty-five (45) additional days by mutual agreement
between the Town and the apparent lowest responsive and responsible bidder.
Specifications will be available on Monday, November 17, 2025, at 9:00 A.M. The
specifications may be obtained from the Town’s Project Engineer, Tighe & Bond Inc.,
Attention: Daniel L. Murphy, PE, Project Manager. Interested bidders can obtain electronic
copies of Contract Documents by emailing: DLMurphy@tighebond.com. There is no
charge for electronic delivery of the contract documents. Bidders may obtain complete
set(s) of Contract Documents by US mail by submitting a check (non-refundable) payable
to Tighe & Bond Inc., in the amount of $10.00 for standard delivery. Federal Express
delivery will be available, to be charged to Bidder’s account.
If any changes are made to this Invitation For Bid (IFB), addenda will be issued. Addenda
will only be sent via email to all bidders on record as having requested the IFB.
All inquiries from prospective bidders concerning this IFB must be submitted in writing and
addressed to Daniel L. Murphy, PE, Town’s Project Manager at:
DLMurphy@tighebond.com. Questions will only be received via email, and all inquiries
must be submitted by no later than December 1, 2025, at 4:00 PM. Responses will be
provided by no later than December 8, 2025, at 4:00 PM. All responses to questions will
be in writing and simultaneously distributed to all recipients of the IFB and will be made
available to all interested parties.
A bidder may correct, modify, or withdraw a bid by written notice received by the Town of
Manchester-by-the-Sea prior to the time and date set for the bid opening. Bid
modifications must be submitted in a sealed envelope clearly labeled “Modification No.
.” Each modification must be numbered in sequence and must reference the original
IFB.
After the bid opening, a bidder may not change any provision of the bid in a manner
prejudicial to the interests of the Town or fair competition. Minor informalities will be
waived, or the bidder will be allowed to correct them. If a mistake and the intended bid are
clearly evident on the face of the bid document, the mistake will be corrected to reflect the
intended correct bid, and the bidder will be notified in writing; the bidder may not withdraw
the bid.
The Town may cancel this IFB or reject in whole or in part any and all bids, if the Town
determines that cancellation or rejection serves the best interests of the Town.
All bid prices submitted in response to this IFB must remain firm for forty-five (45) days
following the bid opening.
If, at the time of the scheduled bid opening, the Town Hall office is closed due to
uncontrolled events such as fire, snow, ice, wind, or building evacuation, the bid opening
will be postponed until 3:00 PM on the next normal business day. Bids will be accepted
until that date and time.
The successful Bidder will be required to supply and deliver the materials within the time
frame specified in the Bid Documents. The award is subject to availability of sufficient
funding.
BIDDING PROCEDURE
Each bid must include a non-collusion form, bid form, tax compliance certificate,
reference form, Chapter 803 disclosure form, W-9 tax form, and contractor
certification form, all of which are attached.
A bid must be signed as follows: 1) if the bidder is an individual, by him/her personally; 2) if
the bidder is a partnership, by the name of the partnership, followed by the signature of
each general partner; and 3) if the bidder is a corporation, by the authorized officer, whose
signature must be attested to by the Clerk/Secretary of the Corporation and the corporate
seal affixed.
Any misinterpretation of facts in a bidder’s presentation shall be sufficient grounds for
invalidating such bid.
II. DESCRIPTION AND INSTRUCTIONS TO BIDDERS
REQUIRED SPECIFICATIONS
QUANTITIES
Approximately ten (10) precast concrete arch sections as shown in the design plans
provided in Appendix A. Dimensions for the precast concrete elements shown on the
design plans included with this IFB are approximate and based on conceptual design. The
final dimensions and number of arch sections to be supplied and delivered shall be based
on the fabricator’s final design and approved shop drawings, to facilitate construction of
the required bridge replacement structure shown on the accompanying design plans. The
final design and number of arch sections provided shall account for constructability of the
arch sections on site by others using standard methods and equipment for installation of
precast elements of this nature, and shall not be of such design or dimensions that
extraordinary installation methods would be required.
TECHNICAL SPECIFICATIONS
Precast Concrete Arches shall comply with the requirements of the technical
specifications provided in Appendix A.
WARRANTY REQUIREMENTS
Supplier must detail any and all warranties, including those listed in the technical
specifications provided in Appendix A. This must be submitted with bid.
REFERENCES
Bidders must submit a list of three (3) customer references from within the past five (5)
years with contact names, telephone numbers and email addresses.
CHAPTER 85 SECTION 35 REVIEW AND APPROVAL
Supply and delivery of the Precast Concrete Arches is subject to the requirements of
Chapter 85 Section 35 of the Massachusetts General Laws as part of the project
requirements detailed below. As part of these requirements, the Supplier must prepare
and submit for approval all drawings and design calculations that shall be used to fabricate
and supply the precast concrete arches for this IFB. Submission and approval of these
documents through the Massachusetts Department of Transportation (MassDOT) shall be
coordinated through the Town’s Project Engineer, Tighe & Bond Inc., Attention: Daniel L.
Murphy, PE, Project Manager. Final Chapter 85 approval shall be obtained no later than
March 23, 2026.
DELIVERY
Delivery and offloading of the product shall be made to the Town of Manchester-By-The-
Sea, Gravelly Pond Water Treatment Facility (GPWTP) located at 2000 Pipeline Road,
South Hamilton, MA 01936 and must be performed by bidder of this project. Delivery date
shall be coordinated with the Town. Charges pertaining to delivery, offloading and proper
stockpiling to avoid any/all damages to precast concrete arches are to be included in the
total bid price. The Town will provide a 25’ x 60’ paved area within the parking lot of the
GPWTP for the storage of the precast concrete arches. Bidder shall provide necessary
means to prevent damage to the paved area that the arches are to be stored on. Delivery
shall be coordinated with the Manchester DPW at least seven (7) business days in advance
of delivery.

III. RULES FOR AWARD
One contract will be awarded to the responsible bidder whose bid conforms with to the terms
and conditions of this IFB and is asking the lowest total price for Precast Concrete Arches
with delivery. No bid will be accepted from or contract awarded to any person, firm, or
corporation that is in arrears or is in default to the Town upon any debt or contract, or that
is a defaulter upon any obligation to said Town, or had failed to perform faithfully any
previous contract in any contractual obligation in the last five (5) years.
The Town of Manchester-by-the-Sea, MA, the awarding authority, reserves the right to
reject any or all bids or make the award with or without modifications when it deems to be
in the best interest of the Town.
The award shall be made after recommendation by the Town at a regular or special
meeting of the Board of Selectman. The award shall not be binding upon the Town of
Manchester-by-the-Sea until the Contract has been executed by the bidder and the Town
of Manchester-by-the-Sea.
NON-COLLUSION FORM AND TAX COMPLIANCE FORM
