The District of Columbia (“District”) Department of General Services (the “Department” or “DGS”) is issuing this Request for Proposals (“RFP”) to solicit design-build proposals (“Proposal(s)”) from offerors (“Offeror(s)”) interested in serving as the design-builder (the “Design-Builder” or the “Contractor”) for addition(s) to John Thompson Jr. High School (formerly MacArthur High School) (“Thompson HS”), located at 4530 MacArthur Boulevard NW, Washington, DC 20007 (the “Project”).
The Department anticipates awarding a design-build contract (the “Agreement” or “Contract” or “Design-Build Agreement” ) to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of this RFP. The Project includes full design and construction services for Thompson HS, which will be approximately 18,100 square-feet addition(s).
The Design-Builder shall design and construct a combination of additions to increase the existing footprint to accommodate the square footage required in the educational specifications (“Ed Specs(s)” or “Educational Specifications”) to bring it in line with the District of Columbia Public Schools (“DCPS”) Ed Specs as set forth in Attachment A3.
The Thompson HS was purchased by the District in 2021 from the Georgetown Day School. Thompson HS opened its doors to students and staff for the first time in August 2023. Before opening, there was a small capital improvement project performed in 2022 and 2023 under a separate contract to allow for partial occupancy including but not limited to a new kitchen and cafeteria space, fire alarm, and sprinkler system.
