BID NO. BDC48-24/25
The Department of Environmental Protection, Bureau of Design and Construction is soliciting
formal, competitive, sealed bids from Contractors licensed to work in the jurisdiction for the
project listed below.
PROJECT NAME: Dagny Johnson Key Largo Hammock Botanical State Park – Ocean
Forest Habitat Restoration
MANDATORY PRE-BID MEETING: To be held at 10:00am ET, Thursday, April 17, 2025,
at Dagney Johnson Key Largo Hammock Botanical State Park, County Road 905 & Mile
Marker 106, Key Largo, FL 33037 (Parking Lot). Please contact Brandon Williams, Contracts

your planned attendance. All bidders must be present and signed in prior to the start of the
mandatory pre-bid meeting. Anyone not signed in at the commencement of the meeting will be
considered late and will not be allowed to bid on the project.
BID SUBMITTAL DUE DATE: No later than 3:30 pm (ET), Tuesday, May 6, 2025, to the
below address: Florida Department of Environmental Protection, Bureau of Design and
Construction, 3800 Commonwealth Boulevard, MS #520, Tallahassee, Florida, 32399-3000,
Attention: Brandon Williams, Bureau of Design and Construction, (850) 245-2535. (For hand
delivery: Carr Building, Welcome Desk.) The Department reserves the right to reject any or all
bids.
BID POSTING DATE: No later than 3:30 pm (ET), Tuesday, May 20, 2025, unless extended
by the Department for good cause.
INSTRUCTIONS: Documents for this bid will be available for download on Friday, March 28,
2024. Any firm desiring a Project Manual with the plans for this project may obtain directions by
emailing BDC Contracts@dep.state.fl.us.
SCOPE OF WORK:
Base Bid:
Contractor shall provide all labor, materials, equipment, supervision, and local permitting to
restore the project area to its original natural state as per the contract documents for Phase 1 of
the project.
Longshoreman’s Insurance is required for this project and must be included in bid price.
Note: Bidder Prequalification is required for all bids. Each bidder shall provide a copy of its
biennial pre-qualification letter from FDEP’s Bureau of Design and Construction. To request a
pre-qualification letter, the bidder should email BDC_Contracts@dep.state.fl.us. If not preDEP

qualified, the bidder must submit a current State Contractor license certification or registration and current Corporate Charter registration with the bid.
Pursuant to Executive Order 07-126 and Section 255.252(3), F.S. the Department requires the proposed project be designed and constructed in accordance with green building standards where applicable.
