ADVERTISEMENT FOR BIDS
Sealed bids for LRPA HARBOR TRACK SIDING IMPROVEMENTS, to be constructed for LITTLE ROCK PORT AUTHORITY will be received at the office of the LITTLE ROCK PORT AUTHORITY and addressed to 10600 Industrial Harbor Drive, Little Rock, Arkansas 72206, until 2:00 P.M. on Friday, March 7, 2025, at which time the bids shall be publicly opened and read aloud.
The Project consists of 4,800 track feet of new track construction, 5 No. 9 turnouts, 7,497 cubic yards of unclassified excavation, and 1,000 cubic yards of select granular fill.
Bids will be received for a single prime contract. Bids shall be on a unit price basis, alternate bid items as indicated in the Bid Form.

Addendums to the bid package will be issued through the Garver online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt.
Bidders are required to complete Document 00 45 13, Qualification Statement, included in these bid documents.

Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. Buy America provisions apply to this contract.
Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to LITTLE ROCK PORT AUTHORITY.
The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Bids must remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
The LITTLE ROCK PORT AUTHORITY reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the LITTLE ROCK PORT AUTHORITY, and to reject nonconforming, nonresponsive, or conditional bids.
