NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by the Township of Burlington for the Cell
Alterations at the Police Station, Contract No. 2023-098 and will be opened and read in public at
the Municipal Building, 851 Old York Road, Burlington Township, New Jersey, 08016, on July
11, 2025 at 10:00 AM, prevailing time. Prospective bidders wishing to attend the bid opening will
be provided access to the Community Room on the lower level of the Municipal Building
beginning at 9:45 AM.
The work includes, but is not limited to, selective removal and replacement of existing jail cells
and related work within the Police Station at the Municipal Building.
A pre-bid meeting will be held at the Burlington Township Municipal Building, 851 Old
York Road, Burlington, NJ 08016 at 2:30 PM on Wednesday, June 18, 2025. This will be
the only opportunity for prospective bidders to inspect the facility.
Bidding Documents may be examined online by first visiting www.usaplanroom.com. Project,
2023-098 is located in “Public Jobs”. This will take you directly to the project for viewing or
ordering. Bid Documents may be purchased or ordered for pick-up online for the non-refundable
fee of $100.00 for each paper set or $40.00 for each digital set. The Online system will accept
payment by major credit cards (MasterCard, Visa, American Express), or COD for pick-up.
Documents may be sent prepaid through Federal Express or UPS. Bid Documents will be made
available on Monday, June 16, 2025.
Bids must be made on the standard proposal form in the manner designated therein and must be
enclosed in a sealed envelope bearing the name and address of the bidder and the name of the
project on the outside, addressed to the Township of Burlington, and must be accompanied by a
Certified Check, Bid Bond or Cashier’s Check drawn to the order of the Township of Burlington
for not less than ten percent (10%) of the total amount bid, provided said security need not be more
than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an
approved surety company, licensed to conduct business in the State of New Jersey, agreeing to
furnish the required Payment, Performance and Maintenance Bonds upon the award of Contract.
A “Surety Disclosure Statement and Certification” form must also accompany the bid pursuant to
N.J.S.A. 2A:44-143.
Bids must be accompanied by a Statement of Corporate Ownership in accordance with N.J.S.A.
52:25-24.2. In the case of corporations not chartered in the State of New Jersey, a proper certificate
shall be provided stating that such corporation is authorized to do business in the State of New
Jersey.
The signed proposal form and bid security must be delivered to the Office of the Township
Qualified Purchasing Agent on or before the hour named above; Bidders are required to comply
with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq., Affirmative Action
Regulations.
The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit
his bid security. Bid securities will be returned to all but the three apparent lowest responsible
bidders. All other bid securities will be returned within three days after awarding and signing of

the contract and approval of the Contractor’s Payment and Performance Bonds, Saturdays,
Sundays and Holidays excepted.
The Township Council reserves the right to reject any or all proposals in whole or in part, or to
make awards to such bidder or bidders who, in the judgment of the Township Council, makes the
most advantageous bid and to waive such informalities as may be permitted by law.
