This is a Notice of Intent, NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Meso Scale Diagnostics LLC for a Premium Maintenance Service Contract for the following:
1. Qty 1X; MESO SECTOR S 600MM Total Service Package Gold- .08 YR. Catalog#:
WC1XX-1. This service will cover the SECTOR S 600, S/N:120116051643, currently
on site at NIH in Gaithersburg, MD. Maintenance services will commence on April 17,
2025 and expire on May 5, 2025.
2. Qty 1X; MESO SECTOR S 600MM Total Service Package Gold- .61 YR. Catalog#:
WC1XX-1. This service will cover the SECTOR S 600, S/N: 12012303311133,
Currently on site at NIH in Gaithersburg, MD. Maintenance services will commence
on October 24, 2024 and expire on May 5, 2025.
3. Qty 1X; MESO SECTOR S 600MM Total Service Package Gold- .64 YR. Catalog#:
WC1XX-1. This service will cover the SECTOR S 600, S/N: 1201150520296,
Currently on site at NIH in Gaithersburg, MD. Maintenance services will commence
on October 24, 2024 and expire on May 5, 2025.
4. Qty 1X; Pre-Contract Inspection - MESO SECTOR S 600MM Catalog#: SC1XE-1
For inspection of the SECTOR S 600 with S/N: 1201150520296 prior to
commencement of the Total Service Package Silver, currently on site at NIH in
Gaithersburg, MD. The customer is responsible for the cost of any parts and/or repairs
required prior to commencement of service.
5. Qty 1X; Pre-Contract Inspection - MESO SECTOR S 600MM Catalog#: SC1XE-1
For inspection of the SECTOR S 600 with S/N: 12012303311133 prior to
commencement of the Total Service Package Silver, currently on site at NIH in
Gaithersburg, MD. The customer is responsible for the cost of any parts and/or repairs
required prior to commencement of service.
Factory training Field Service Engineers to provide on-site service at facility
• 2 preventive maintenance inspections per year
• all non-consumable parts, travel, and labor for repair visits
• 24-hour (maximum) response time for technical support
• 48-hour (maximum) response time for non-functional instruments, with escalation to
the top of the priority field service job queue
• on-site and remote assistance, including assistance with panel design, data analysis,
troubleshooting, and general scientific consultation (“TAS assistance”), by a dedicated
regional Technical Applications Specialist (TAS)
• unlimited telephone technical support
• Vendors must certify all service personnel who will work on this equipment
• Original Equipment Manufacturer (OEM) specification parts and services
The service contract must include:
• Factory trained MSD Instrument Service Engineers to provide on-site service at facility
• 1 preventive maintenance inspections per year
• Cleaning and lubricating all appropriate internal parts
• all non-consumable parts, travel, and labor for repair visits
• Hourly repair and services are the commercially reasonable efforts to provide during
normal business hours the repairs and services listed on the quotation attached hereto.
Fees will be invoiced at the rates set forth on the quotation.
• Hours of Service-shall provide all services during its normal business hours of between
8:30 a.m. and 5:00 p.m., Monday through Friday, excluding holidays observed by
vendor. If contractor provides services outside of these hours at the request
of customer, such services may be provided at contractor’s then-current rate.
• Replacement Parts-replacement parts will be installed on an exchange basis at no
additional charge to customer when such replacement is affected by contractor. In all
other cases, replacement parts are not included and will be charged accordingly.
Replaced parts shall become the property of contractor. If contractor ships replacement
parts to customer in advance of performing any services, customer shall bear the
burden of storing such replacement parts in a secure facility at the customer location in
accordance with any storage or handling instructions provided by contractor.
• Field Service Report- Upon completion of a visit at a customer location, contractor
will provide Customer an electronic field service report that describes the services
provided by contractor.
• Vendors must certify all service personnel who will work on this equipment.
• Original Equipment Manufacturer (OEM) specification parts and services
Billing to be monthly or quarterly in the arrears.
Period of Performance: October 24, 2024 – May 5, 2025

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide this service may submit a capability statement along with a copy of a fully executed contract with the manufacturer to be considered by 10:00 am October 18, 2024. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
